Summary

The Airport Budget and Financial Services Manager monitors, analyzes, and evaluates operating and capital budget revenues and expenditures for the Aviation Department at Charlotte Douglas International Airport.  Facilitates the development and evaluation of the department’s $184 million annual operating budget and assists in monitoring the multi-billion dollar capital budget. Facilitates the development of budget airline rates and charges based on the requirements of the Airport Use and Lease Agreement.  Evaluates the performance of financial and operational metrics and develops strategies for achieving financial objectives.  Serves as lead coordinator for council actions, travel policy and audits.

Primarily works business hours, Monday through Friday.  Schedule subject to calls and work during irregular hours, overtime, and emergency calls back to work.


Major Duties and Responsibilities

BUDGET DEVELOPMENT AND RATES AND CHARGES DEVELOPMENT
1. Lead the preparation and development of the Airport’s annual budget, including expenditures, revenues, service level changes, operating capital, and user fees.  Guide divisions and companies with management agreements through the budget process from input to approval.
2. Provide leadership to, direct, oversee, and evaluate budget analysts.  Foster a high performance, service-oriented work environment that supports the Aviation Department.  
3. Coordinate with Planning Section of the Airport’s Development Division in the development of the capital (CIP) budget.
4. Lead the preparation of numerous reports including the Strategic Operating Plan and Balance Scorecard.  Monitor performance of annual goals, preparing summary updates and assist in development of strategies to achieve goals as needed.
5. Manage the preparation of budget documents for presentation to City personnel and council members.
6. Direct the preparation of annual budget airline rates and charges to the airlines pursuant to the requirements of the Airport Use Agreement.
7. Oversee coordination with the Business & Revenue Division for the accurate billing of rates and charges to airlines and the update of documentation.

FINANCIAL EVALUATION AND ANALYSIS
8. Lead the development and implementation of budget policies and procedures and maintain proper controls.
9. Direct monitoring of operating budget expenditures and provide status reports for the purpose of providing direction and support, making recommendations, maximizing use of funds, and ensuring overall operations are within budget.  Provide Executive Leadership Team with regular reports and financial status.
10. Develop and conduct training for division budgets to ensure effective management of annual operating budgets.  Guide analysis of historic and current operating expenditures to assist in developing future year operating budgets.  
11. Direct the monitoring of operating expenses to ensure costs are properly coded and accounted.
12. Oversee execution of operating encumbrances and liquidate at the end of the fiscal year.
13. Lead the charge out of operating expenses to various capital projects and other non-operating revenue sources, such as CFCs.
14. Oversee the financial analysis of management contracts, including budgeted revenues and expenses to actuals.  Collaborate with internal and external stakeholders for the purpose of achieving budgeted revenues and expenses.
15. Lead data and statistical analysis, collection and research on a variety of topics, including passengers, revenues and other industry transactions.  Respond to wide variety of data inquiries from internal and external customers.
16. Identify opportunities for improving reporting, tracking, operational processes, and revenue generation, including creating new or adjusting user fees.
17. Assist in the development, monitoring and analysis of financial metrics necessary to evaluate financial performance.

TRAVEL AND AUDIT COORDINATION
18. Oversee the compliance of the City’s travel policies for the Aviation Department.
19. Oversee and coordinate internal audit initiatives for the Aviation Department.

COUNCIL COMMUNICATIONS
20. Manage the department-wide process for Request for Council Actions.  Represent the Aviation Department at various city-wide meetings related to the Council Action process and respond to requests from the Office of Strategy & Budget and the City Manager’s Office as needed.
21. Facilitate communications from the Aviation Department to City Council and the City Manager through the Council-Manager Memo process.  

OTHER DUTIES
22. Participate in the creation of Aviation Annual Report as directed.
23. Serve as liaison to other City departments and represent the Aviation Department on various committees. 


Knowledge, Skills & Abilities

• Considerable knowledge of capital and operating budgets of all Aviation Divisions.
• Considerable knowledge of applicable policies, procedures, regulations and laws.
• Computer skills and proficiency with Microsoft Office Suite and MUNIS.
• Excellent interpersonal skills, including the ability to develop effective relationships with co-workers and stakeholders with a focus on customer service.  Must be able to effectively communicate with a diverse group of employees and customers with a wide variety of needs.
• Strong organizational skills.
• Ability to exercise initiative and independent judgment within established procedures, and discretion during performance of duties. 
• Ability to prepare complicated reports, presentations and other written materials.
• Ability to plan, direct and supervise the work of subordinates. 
• Ability to identify and analyze problems, and identify possible solutions in support of established goals.  
• Ability to maintain effective working relationships with co-workers, other City departments and the public, representing the airport in a positive manner.


Preferred Qualification

Experience in public sector budgeting preferred.


Minimum Qualifications

High School Graduate or Equivalent and nine years related work experience

OR

Associate's Degree and seven years related work experience

OR

Bachelor's Degree and five years related work experience

OR

Master's Degree and three years related work experience

Additionally:
• Valid driver’s license in state of residency and ability to obtain and maintain a City Driving Permit. 
• Ability to pass a background check in advance of start date required.  Certain convictions will disqualify individuals from unescorted access privileges and therefore exclude from employment.
• Major coursework in Business or Public Administration or a related field of study.
