Overview

The City of Charlotte is seeking a Payroll Manager with a passion for service excellence, continuous improvement, and leadership. They should be an exceptional team player and have the ability to provide innovative solutions to complex challenges to the payroll function.  

Summary

The Payroll Manager leads a team of three (3) payroll specialists responsible for management of a weekly payroll of over 8,000 employees. They will ensure integrity of payroll system and payroll processing. Provides advanced professional-level assistance in administration of key components of the city-wide Human Resources Management System (HRMS); conducts extensive research of problems, analyzes and prepares written or oral recommendations; develops and prepares detailed reports, manuals, and policies; successfully handles conflict and builds consensus; establishes effective, long-term working relationships throughout the City.

Major Duties and Responsibilities

  • Responsible for management of a weekly payroll of over 8,000 employees
  • Supervision of three (3) payroll specialists
  • Ensures integrity of payroll system and payroll processing 
  • Provides advanced professional-level assistance in administration of key components of the City-wide Human Resources Management System (HRMS)
  • Conducts extensive research of problems, analyzes and prepares written or oral recommendations 
  • Develops and prepares detailed reports, manuals, and policies
  • Successfully handles conflict and builds consensus
  • Establishes effective, long-term working relationships throughout the City

Knowledge, Skills & Abilities

  • Self-starter who works effectively as part of teams 
  • Proficiency in Windows applications, automated payroll and applications. 
  • Considerable knowledgeable of FLSA, garnishment, W-2 forms and year end processing, tax laws and regulations and tax reporting experience
  • Knowledge of employee benefits and how they affect payroll
  • Extensive knowledge and ability to research all Governmental, ORBIT retirement system reporting, sending of Interface files, and  
  • Working knowledge of State and Federal compliance issues, financial reports and data
  • Experience partnering with auditors

Preferred Qualification

  • Four-year degree in Accounting, Business Administration or related field
  • Seven years of progressively responsible in-house payroll and processing experience
  • Supervisory experience
  • PeopleSoft Payroll and Time and Labor experience preferred

Minimum Qualifications

High school graduate or equivalent and seven years relevant experience.

Or

Associate’s Degree and five years relevant experience.

Salary

$73,910.00 - $97,005.00

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
