The Center for Digital Government named Charlotte one of the top five digital cities in the nation. The City of Charlotte's Innovation & Technology department (I&T) provides executive-level leadership, delivers technology services to city departments and partnership agencies, and coordinates information technology initiatives across the organization to support, enhance and advance citizen service delivery.

The Security Systems Administrator will be the primary support for a variety of systems for the Aviation Department. This position is responsible for the maintenance of automated process flows, system security, data integrity and user training.  The Administrator will assist with project control functions to ensure strong internal controls are maintained over contractor billings, change orders, payments and etc.  The Administrator will be required to be highly responsive and able to prioritize end-user needs in the best needs of the Aviation Department.   This position participates in the planning, implementation, configuration, troubleshooting, management and support of Aviation systems including but not limited to security systems (cameras and access controls), facilities heating and cooling systems, and other systems related to Airport Passenger Systems.

Major Duties and Responsibilities

  • Responsible for project setup/maintenance throughout the life of the projects.  Work closely with all departments and vendor(s) to ensure project details are current and up to date (e.g., project details, status, dates, etc.) to ensure data integrity is maintained and CLT’s large portfolio of projects is accurately tracked and well-managed.
  • Responsible for updating automated process flows and forms, such as contracts, invoices, change requests, change orders, etc. 
  • Ensures that system automation and document routing is in compliance with departmental policies and internal controls.  Executes and documents user acceptance testing of changes within the system.
  • Responsible for governance of access control for users including Aviation employees and outside vendors such as general contractors, architects, engineers, etc.
  • Assure proper access and permission assignments are granted to all user roles to ensure appropriate levels of security are maintained.
  • Account management responsibilities include but not limited to creation and disabling users accounts, user account audits, training and troubleshooting user issues.
  • Assists CLT and I&T leadership with quality of data and project management reporting capabilities.
  • Work with construction managers, project managers, finance, outside vendors and as a liaison to troubleshoot and correct system and process issues.
  • Develop cost control tools and reporting metrics to enable better management of project costs.
  • Understand network infrastructure and be able to prepare and submit network firewall changes to support the operation of security systems.
  • Monitor system performance and resource utilization, as well as responding to alerts and user inquiries.
  • Provide technical analysis and/or assistance in troubleshooting issues.
  • Apply patches, updates, and firmware updates to server systems and/or workstations.
  • Initiate and drive security systems strategies, architecture discussions, and preventative maintenance plans.
  • Manage customer and vendor relationships.
  • Coordinate with users, vendors and key technical resources to manage maintenance, outages and problems through to resolution.
  • Work with vendors to ensure optimal configuration and performance of server environments and that appropriate support expectations are in place. 
  • Create and maintain server related operational policies and procedures. 
  • Comply with the approved standards, policies, and procedures within the Innovation & Technology culture of compliance that has been established.
  • Perform special projects as assigned.
  • Primarily works office hours Monday through Friday; however, subject to working at other times for certain projects, special events and meetings, overtime, weekends and emergency calls back to work as needed to keep systems operational.

  • Excellent interpersonal skills and demonstrated ability to interact effectively with all levels of staff within the Aviation Department, City of Charlotte, and project vendors/stakeholders
  • Excellent organizational skills to prioritize multiple tasks, develop, analyze procedures, meet deadlines, and work in an environment of heavy pressures and changing priorities
  • Knowledge of construction industry including methodology, terminology, workflow of design and construction activities as well as demonstrated knowledge of contract documents and specifications
  • Demonstrated oral and written communication skills and the ability to compose correspondence, reports, training procedures and process flows
  • Demonstrated knowledge of internal control policies in a large organization
  • Ability to use independent judgment and initiative to accomplish tasks
  • Ability to troubleshoot issues and develop creative solutions
  • Excellent organizational and reasoning skills
  • Ability to test and evaluate hardware and software
  • Ability to analyze and document business requirements.
  • Ability to communicate technical expertise and train all levels of end users.                                                       
  • Ability to manage projects, complete projects accurately and on schedule, and coordinate work with other groups.

  • Knowledge of Information Technology Service Management
  • Must demonstrate strong problem solving and troubleshooting methodology with the ability to quickly grasp new technologies and become proficient in a wide range of technologies.
  • Must be able to effectively prioritize and manage multiple projects, tasks and issues simultaneously.
  • Establish and maintain effective working relationships with other departmental staff, consultants, contractors, supervisors, and department officials
  • PCI security standards for Servers
  • Windows and Linux server operating systems and commands
  • Knowledge of cameras and access controls
  • Familiarity with construction terminology with processes.  
  • Exposure to the Project Management Institute’s Project Management Book of Knowledge (PMBOK) and agile methodologies.  

Minimum Qualifications

Minimum Qualifications:
  • Bachelor's degree in business, information technology, construction management, public administration or related field with three (3) years of experience with information systems administration/management, video management systems and access controls or an equivalent combination of education and relevant work/industry/military/job specific experience that provides the necessary knowledge, skills, and abilities to successfully perform the essential job duties. 
  • Valid driver’s license and ability to qualify for City driving permit and maintain driver’s permit. 
  • Certain convictions will disqualify individuals from unescorted access privileges and therefore exclude from employment.  
Physical Requirements:
  • This position is largely sedentary with long periods of time sitting at a desk and using a computer. Ability to lift 25lbs. to move boxes of documents and computer equipment. Ability to occasionally operate a motor vehicle.

  • Touch, Hearing, Vision (Color distinction, distance, near, peripheral, depth) and speech

Salary

$86,843 - $108,552 Commensurate with Experience

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
