CATS Marketing & Communications Director
Charlotte Area Transit System (CATS) is seeking an innovative and

will design and implement strategies that cultivate our relationships with
media, engage target audiences and enhance the CATS brand.

The (CATS) Marketing & Communications Director is responsible
for the leadership and direction for CATS marketing, public relations
/communications, and customer service (MARCOM) divisions to increase awareness,
knowledge and use of CATS services. The incumbent will be responsible for the
development and execution of CATS strategic goals intended to create and uphold
a positive public image and reputation. The individual should be highly skilled
to establish productive relationships and engage key stakeholders including but
not limited to CATS leadership, city council, various members of the media,
city departments, transit agencies, businesses, and the community. This
position requires an availability to support a system that is operational 24/7
with responsibility to respond to, develop and assist with day-to-day operations,
emergencies and public matters requiring immediate attention.
This position is responsible for managing,
directing, and integrating broad, comprehensive media, including providing
strategic leadership and recommendations for the organization. The role
oversees the marketing, public/community relations, and CATS Customer Service
(includes a call center and pass sales office) divisions. The candidate must be
versatile with the capability to manage competing priorities with a proven
ability to develop strategies, perform well under pressure and acclimate to the
everchanging environment (internal and external) requiring marketing and
communication expertise. Successful candidate will be able to tailor their
delivery specific to the target audience to relay information in a
comprehensive and useful manner. This position will serve as the CATS
Marketing & Communications Senior Leader during community events and oversee
internal and external public information activities.
· Provide focused leadership and direction to
the MARCOM division of CATS.
· Develop integrated marketing and
communications strategies for department
· Inform leadership on market and media trends
· Develop marketing budget and oversee spending
· Act as advisor to leadership team and City of
Charlotte Corporate Communications on public and employee perceptions of CATS
so accurate and timely decisions can be made
· Set goals and objectives for the team;
monitor team members’ performance
· Maximize brand presence on various channels
(e.g. web, TV and social media)
· Cultivate and maintain relationships with
media and influential professionals
· Possess writing skills that people of all
audiences can understand
· Research and analyze public opinion and
communicate findings to appropriate leadership
· Enhance CATS’ and the City’s reputation
· Ensure brand consistency in all communication
efforts
· Assign tasks and projects to the team
· Track and influence media coverage
· Distill a variety of information and stories
from numerous sources down to the most pertinent facts and communicate them
effectively to senior leaders, and when necessary, the entire CATS organization
· Direct the seamless integration of marketing
and communications with CATS customer service to help provide the ultimate
customer experience
· Manage and expand revenue-producing
initiatives for organization
· Work collaboratively with the City of
Charlotte Marketing and Communications Director and team to ensure consistent
communications and messaging occurs across all city departments
Leadership
and Management
· Manages, supervises, and efficiently deploys
a team of marketing, public/community relations, and customer service
professionals responsible for the unified execution of marketing and
communications services for department initiatives
· Establish and maintain effective working
relationships with all levels of CATS management, City management, Metropolitan
Transit Commission, citizen committees and other CATS employees and the public
· Represent CATS effectively in public
relations and communication efforts on a variety of issues
· Present information, findings and
recommendations in a thoughtful, comprehensive and sophisticated manner
· Exercise tact and diplomacy in dealing with
sensitive, complex and confidential issues and situations
· Employ principles and practices of effective
management and supervision
· Exercise sound, expert independent judgment
and display discernment when communicating confidential material
· Manage sensitive issues to maintain CATS’
reputation
· Responsibilities are broad in scope allowing
for a high degree of program and administrative discretion
· Oversee media public records requests
· Perform other duties as assigned

Master’s degree from an accredited college or university in
Marketing, Communications, Journalism or a related field
High school graduation or equivalent and nine years relevant work
experience

Associate's Degree and seven years relevant work
experience
OR
Bachelor's level degree and five years relevant work
experience
OR
Master's level degree and three years relevant work experience
Annual Compensation is commensurate with experience; minimal
annual compensation starting at $91,185
The City’s Background
Check Policy requires background checks to be conducted on final internal or
external candidate(s) applying for any position with the City of Charlotte. The
type of information that will be collected as part of a background check
includes, but is not limited to: reference checks, social security
verification, education verification, criminal conviction record check, and, if
applicable, a credit history check, sex offender registry and motor vehicle
records check.
Background checks must

Reporting Act (FCRA). The checks must be consistent with the guidelines set
forth by these laws requiring organizations to obtain a candidate’s written
authorization before obtaining a criminal background report, motor vehicle

Final candidates must
pass a pre-employment drug-screening test and physical examination. During the
selection process, candidates may be asked to take a skills test, and/or
