Introduction
Charlotte is one of the fastest growing cities in the nation and is a leader in mobility investment that integrates land use with multi-modal transportation choices. In 2021, the City of Charlotte adopted an ambitious vision, the Charlotte Future 2040 Comprehensive Plan (Comprehensive Plan), and recently adopted a Strategic Mobility Plan, which expands on the Comprehensive Plan’s goal of creating Safe and Equitable Mobility. The City is actively developing several other key initiatives related to the Comprehensive Plan and the Strategic Mobility Plan, including a complete update of the City’s zoning and development ordinances into a Unified Development Ordinance (UDO) and the creation of UDO supporting documents such as the Charlotte Streets Map and Streets Manual.

The Charlotte Department of Transportation is a leader in progressive transportation and is seeking a talented individual to work on a wide variety of plans, policies, and projects to support Charlotte’s continued evolution as a city whose residents, workers, and visitors can travel through the community safely, whether they are walking, bicycling, using transit, or driving.
Function
Summary
The Transportation Planner III position is housed in the newly formed Strategic Mobility Division of the Charlotte Department of Transportation (CDOT) and is part of a multidisciplinary team responsible for planning Charlotte’s future mobility investments. This team collaborates across departments, partner agencies, and the community to achieve multi-modal solutions that shape Charlotte’s rapid growth and development. Critical responsibilities of this Division include implementation of the Strategic Mobility Plan, the development and review of transportation elements in the UDO, and the development and programming of $60 to $80 million in locally funded multi-modal capital projects annually.
Major Duties and Responsibilities
Transportation Planning:
- Participates in the development of long-range transportation policy, plans, programs, projects, and initiatives
- Participates in the implementation of the City’s Strategic Mobility Plan
- Participates in the development, implementation, and maintenance of the Charlotte Streets Map
- Participates in the review and implementation of the transportation elements of the UDO
- Maintains and expands collaborative relationships with other City and County departments and agencies (including the Charlotte Planning, Design and Development Department and the Charlotte Area Transit System) and other CDOT Divisions/staff to advance ongoing initiatives to integrate transportation and land use planning
- Participates in regional transportation planning activities associated with the Charlotte Regional Transportation Planning Organization (CRTPO)
Leadership:
- Fosters a professional work environment that reflects a high value of internal and external customer service, collaboration, preparation, work quality, and appropriate professional behavior
- Supervises and/or mentors other Strategic Mobility Division staff
- Directs and manages staff and consultant teams in the research and preparation of reports, proposals, and plans on complex issues
- Assists with strategic and general management, preparing work schedules, performance evaluations, administrative reports, and other general management tasks
- Performs all other duties as assigned
Community & Stakeholder Engagement:
- Engages and develops collaborative relationships with stakeholders, community groups, and public/private agencies to successfully implement the City’s transportation policies and programs
- Supports CDOT leadership in responding to City Council and the City Manager’s Office on transportation planning initiatives and projects
- Makes presentations, as necessary, to City Council, the community, civic boards, and/or professional peers on transportation initiatives and growth-related transportation issues
Knowledge, Skills & Abilities
- Knowledge of the principles and practices of urban and transportation planning
- Knowledge of policy development
- Knowledge of ordinance development
- Knowledge of land development principles and practices
- Knowledge of the principles and practices of travel demand forecasting and their relationship to long-range transportation planning and air quality conformity
- Knowledge of transportation facility and project design
- Ability to lead and supervise professional staff
- Ability to manage multiple complex projects simultaneously
- Ability to prepare comprehensive plans and reports
- Ability to establish and maintain effective public relations and working relationships
- Ability to communicate effectively both orally and in writing
- Ability to integrate land use, urban design, and multimodal transportation perspectives in review, coordination, and development of public improvement projects
- Proficient in ArcGIS
- Proficient in SketchUp
- Proficient in Adobe Suite, including InDesign
- Proficient in TransCAD, CUBE, or other modeling software
- Ability to use common desktop computer applications for word processing, spreadsheets, presentations, publishing, electronic mail, internet research, communications, etc
Preferred Qualification
- Master’s degree in Urban Planning, Transportation Engineering, Landscape Architecture, or a related field
- Certified Planner (AICP), Professional Engineer (PE), and/or Professional Landscape Architect (PLA)
Minimum Qualifications
- Bachelor’s degree from a four-year college or university with major course work or degree in transportation planning, urban planning, transportation engineering, geography, or a related field
- At least 5 years experience in transportation planning, engineering, or a related field
Salary
- $80,344.00 - $100,430.00 / Year ; Commensurate with experience
Conditions of Employment
The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
