Overview
The Office of the City Attorney is the largest municipal legal office in North Carolina. It is dedicated to serving the citizens of Charlotte by protecting and defending the legal interests of the city. The office provides legal advice to the Mayor, City Council, City Manager, along with other City officials and departments on a broad range of issues and engages in litigation in support or defense of the city. Administrative/Management
Summary
This position is part of the City Attorney’s Office which is responsible for providing comprehensive legal services and representation to the Mayor, City Council, City Manager, and City Departments. This position is specifically responsible for managing the day-to-day operations and business needs within the department, while directly supporting the City Attorney and Deputy City Attorney.
Major Duties and Responsibilities
• Supervise and manage five paralegals and two legal assistants
• Administer all areas of Human Resources including hiring, writing and conducting performance review and development plans for staff, ensuring compliance with city policies, overseeing the weekly payroll process, enter personnel actions into PeopleSoft, and benefits administration
• Develop and administer personnel and operating budget
• Complete all mid-year and year end budget reporting
• Develop and monitor the mid-year and year-end performance data
• Recommend new approaches, policies, and procedures to achieve continual improvements in efficiency of the department
• Perform special assignments and prepare periodic reports as directed by executive leadership
• Review and approve all procurement transactions processed through the financial management system, including all equipment and supply purchases
• Serve as IT Liaison and oversee the technology needs of the office
• Serve as the Council Agenda Coordinator and as office liaison on various citywide committees
• Manage and reconcile petty cash fund
• Prepare and distribute quarterly departmental charges to the enterprise departments
• Prepare and complete the annual Cost Allocation Plan
Knowledge, Skills & Abilities
• Highly proficient in Microsoft Office 365 Suite applications, Adobe Acrobat, and virtual meeting platforms

Preferred Qualification
• Bachelor’s degree from an accredited college or university and three (3) or more years of experience in legal setting or related field
• Paralegal certificate
• Prior experience in private or public sector law office setting, specifically with management and supervisory practices
Minimum Qualifications
• High School Graduate or equivalent and eight or more years related work experience
OR
• Associates Degree with five or more years of related work experience
OR
• Any equivalent combination of training, education, and experience that provides the required skills, knowledge, and abilities necessary to perform the essential job functions
Salary
$67,449 to $74,943 commensurate with experience
Conditions of Employment
The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.
Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.
Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
