Summary

Performs complex criminal intelligence research and analysis. Maintain continual situational awareness, paying special attention to issues that affect the local community and the responsibilities of the Charlotte-Mecklenburg Police Department. Work involves analyzing, coordinating, report writing and producing written intelligence products.  Collect and combine disparate bits of information from a wide array of sources, such as local and national intelligence databases, as well as from information-sharing programs with local, state, federal, and international partners.  Gather and analyze collected intelligence to develop fact-based, actionable conclusions that you will draft into intelligence reports and briefing materials. Consolidate and analyze all relevant data to create and maintain awareness for your office/unit’s area of responsibility and priority threats, including observed and potential threat components, indicators, and vulnerabilities discovered through your research.  

Major Duties and Responsibilities

  • Evaluate and analyze intelligence reports covering a broad range of issues, focusing on current issues and actions, political and cultural climates, and social networks. 
  • Process intelligence information using a variety of analytical tools; integrate data to produce intel studies, special reports, correspondence, briefings, informational papers, threat assessments, threat warnings, link analyses and forecasts.
  • Research, analyze, evaluate and correlate criminal intelligence information to determine source reliability, accuracy, and integrity; to develop investigative leads and links; distinguish patterns and trends. 
  • Organize/maintain sensitive, non-sensitive, and open-source case data/files into a logical, concise, and understandable order for retrieval.
  • Collect, compile and track criminal intelligence information and statistics to generate intel data for support in investigations.
  • Create, prepare, review, and present detailed reports, intelligence documents, presentations, and briefings on criminal intelligence analysis to disseminate to agency personnel, and other law enforcement agencies. 
  • Serve as a liaison with internal and external groups and individuals to provide analytical assistance, collect/disseminate intelligence data and share resource sources. 
  • Enter data/reports/records of criminal intelligence information into databases for use and reference by analysts and investigators in support of investigations.
  • Perform other duties as assigned.

Knowledge, Skills & Abilities

  • Ability to write clear and comprehensive information reports, threat and risk assessments, and other analytical products to support strategic and operational planning activities.
  • Knowledge of principles, concepts, and methodologies of analysis to research, review, interpret, evaluate, and integrate all-source data.
  • Knowledge in accomplishing liaison and coordination with counterpart analysts in the intelligence community which result in coordinated research and analyses.
  • Superior organizational, time management, writing, and communication skills are essential.
  • Ability to work in a fast-paced environment and meet deadlines.
  • Advanced knowledge of Microsoft Office applications (Excel, PowerPoint, and Word).
  • Knowledge of internet-based research, including Boolean logic, search engines, and open source/social media platforms and databases.
  • Experience utilizing Commercial Off-the-Shelf (COTS) and Open-Source Intelligence (OSINT) tools; ability to troubleshoot OSINT tools.
  • Knowledge of collection and research techniques of deep/dark web information preferred.
  • Strong problem-solving skills with an interest and ability to conduct analysis and report on findings.
  • Ability to maintain a high degree of confidentiality with an understanding of general practices related to legal records management, data protection, and privacy/confidentiality.
  • Ability to establish and maintain effective, harmonious working relationships with co-workers and supervisors.
  • Ability to obtain minimal Secret level security clearance.

Positions in this class typically require: grasping, stooping, squatting, kneeling, crouching, reaching, pushing, talking, hearing, seeing, and repetitive motions.

Physical Requirements:
• Remaining in a stationary position, often sitting or standing for prolonged periods
• Occasional movement throughout the workday daily to interact with staff and accomplish tasks
• Communicating both verbally and written in order to exchange information
• Repeating motions of holding, grasping, turning, that may include the wrist,   hands, and/or fingers
• Light to moderate lifting and carrying
• Lift up to 50 pounds
• Work primarily in office environment
• Ability to operate office equipment, such as computer, copier, fax machine, and phone

Sensory Requirements:
• Concentrated and attentive use of one or more senses (visual, audio, and other sensory modalities) for proof reading, data entry, tabulating data
• Ability to operate in an environment with frequent interruptions from people and or noises, which in return could result in some level of stress, fatigue, or strain
• Comprehension of written information in work related documents
• Ability to hear, understand, and distinguish speech

Working Conditions:
Work is performed in an indoor office environment with moderate exposure to atmospheric conditions; moderate exposure to environmental conditions (such as officers, community members, victims, etc.); and frequent exposure to computer screens, files and phone. Diligent use of PPEs Personal Protective Equipment) to limit exposure to bloodborne pathogens is required
 

Preferred Qualification

Knowledge of collection and research techniques of deep/dark web information preferred.

Minimum Qualifications

A Bachelor's Degree in Criminal Justice, or related field, and 2 years of work experience that involves compilation, analysis, and reporting of criminal investigation or intelligence information in a law enforcement ,military or government intelligence agency or similar experience in the private sector.  Additional work experience as described may be substituted for the education requirement on a year-for-year basis. 

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
