Introduction
Under general direction from the Airport Technology Operations Manager, this position is responsible for managing technology contracts, creating and tracking the technology budget, and coordinating & tracking the procurement activities of the Technology division of Charlotte Douglas International Airport. Secondary responsibilities include business process mapping, architecture, and improvement; Aviation Technology change control; and asset management. This position is part of a team of three with this position being lead on budget and contract management. Other team members are lead for change control, asset management, and telecommunications with all team members cross-trained to assist each other as needed. Position is subject to the City of Charlotte hybrid work policy that includes both remote and on premises work.

Major Duties and Responsibilities
- Financial management with annual budgeting and short-term/long-term forecasting.
- Contract management. This includes working with Legal, Procurement Management, and stakeholders to create contracts for new services, modifying/renewing/retiring technology contracts as needed, working with stakeholders and system owners to enforce Service Level Agreements (SLA’s) and vendor performance. Ensures that technology contracts comply with City of Charlotte and Charlotte Douglas International Airport policies and standards.
- Serve as the primary liaison between the Charlotte Douglas International Airport Technology Division and City of Charlotte Procurement Management. Assist with purchases, solicitations, and other related purchasing activities.
- Manage the Aviation change control processes. This includes conducting the weekly Change Advisory Board meetings, ensuring that changes are entered correctly and properly approved, evaluating the change as it relates to other planned changes, freezes, power outages, or other factors that can cause the change to fail. Ensure that change policies are met, and risk is minimized
- Map, create, analyze, and implement business processes. This includes auditing existing processes, identifying gaps, inefficiencies & waste, and risks to current processes; working with stakeholders to design and document new/improved processes, and ensure implementation of the processes.
- Coordinate approvals and renewals with the Technology Management Advisory Team (TMAT) and Technology Improvement Process (TIP) team. Track and catalog approvals

- Knowledge of Technology Asset Management including IT Asset Management (ITAM) tools and ITIL Change Control management
- Performing business analysis to identify gaps, overlaps, inefficiencies, and risk within existing business processes. Create new processes and make recommendations to improve existing.
- Interpersonal skills necessary to develop and maintain effective and appropriate working relationships
- Performing a variety of duties, often changing from one task to another of a different nature

Preferred Qualification
Bachelor Degree in Computer Science, Business, Accounting, or related field and five (5) to seven (7) years of experience in Finance & Budget, Asset Management, Lifecycle Management, IT Licensing, or Contract Management.
Minimum Qualifications
Associate degree in Computer Science, Business, Accounting, or related field and five (7) to seven (10) years of experience in Finance & Budget, Asset Management, Lifecycle Management, IT Licensing, or Contract Management
