Function
Charlotte Douglas International Airport (CLT) is ranked among world’s busiest airports, with an average of 1,424 arrivals and departures and 118,636 people traveling to, from and though CLT each day, according to Airport Council International’s 2021 rankings.
ACI ranks CLT No. 5 worldwide for air traffic and No. 6 for passenger traffic, reflecting the Airport’s important role in the aviation industry and as the second-largest hub for American Airlines. ACI based its 2021 rankings on 519,895 annual aircraft arrivals and departures and an annual passenger total of 43,302,230 people.
CLT offers nonstop air service to 183 destinations around the globe and is home to eight major air carriers, 15 regional carriers and three foreign flag carriers. In 2019, a record-breaking year, CLT welcomed more than 50.2 million passengers for an average of 137,449 people a day. With the onset of the COVID-19 pandemic in early 2020, passenger numbers and flights decreased. But numbers are climbing again. In 2021, passenger counts reached 43,302,230 and aircraft arrivals and departures rose to 519,895 for the year.
Summary
The Aviation Department is looking for a Business Diversity Manager to lead activities for The Charlotte Douglas International Airport. This is a managerial position reporting to the Director of Compliance Services, responsible for management, reporting and compliance of the Charlotte Business Inclusion (CBI) Program on behalf of the Aviation Department. The position has management responsibility and oversight of CBI program staff. The position provides consulting services, administrative support and training as part of a team of employees responsible for administering a $180+ million annual operating budget and $3 billion Airport Capital Improvement Project program. The position will serve on the Airport’s Strategic Leadership Team. The work requires considerable initiative, public contact, discretion, independent judgment and decision making within established guidelines, policies and procedures.
Major Duties and Responsibilities
- Administer and manage the City’s CBI Program for the Aviation department.
- Manage a budget for all expenses related to the CBI Program including outreach and business development initiatives.
- Supervise a team of CBI program staff and oversee/direct their work.
- Ensure compliance and goal achievement on all CBI projects in accordance with the CBI Program policy and guidelines.
- Manage goal setting determinations, CBI project-based decisions and assist with any issues and special circumstances that may arise on projects.
- Review prime contractors bid package for compliance. Identify errors in certifications or calculations, review for completeness, and submit to the CBI office for concurrence. For projects where the goal has not been met, ensure a thorough Good Faith Effort review process to include negotiations with the low bidder to increase utilization post-bid, and recommend rejection of the low bidder when necessary.
- Review plans and specifications for CIP projects to identify subcontracting opportunities and establish an MWSBE subcontracting goal for each CIP project.
- Manage the entry and tracking of payment data in all necessary systems including Munis, B2GNow, e-Builder and any other system the City deems necessary.
- Coordinate the training of firms including MWSBE vendors on the Inclusion CLT system and ensure understanding of program requirements.
- Serve as Aviation’s Compliance Officer for B2GNow to include training, process development and general support to vendors navigating B2GNow.
- Collaborate with the Supply Chain Manager to develop, implement and monitor 1-3-year procurement project forecasts including the publishing and maintenance of such plans through the City’s Opportunity Forecasting Pipeline (EarlyBird)
- Plan, organize and implement outreach for the CBI Program and MWSBE firms including, but not limited to, establishing outreach content, presenting, coordinating with community and City partners and establishing a marketing plan to increase MWSBE participation in the City’s solicitation and contracting processes.
- Plan, organize, and administer business development initiatives for MWSBE firms to contribute to their growth and increase equitable competition for Airport work.
- Serve as primary point of contact for complaints of non-payment, CBI policy violations, and other concerns by vendors and subcontractors.
- Provide support to the department’s Executive Leadership Team (ELT) by reviewing and editing Requests for Council Action (RCAs) to ensure the appropriate language for the CBI Program is included.
- Serve as the primary point of contact to the CBI Office for general inquiries, project questions, requests/changes, policy and procedure recommendation/implementation and other support as requested.
- Develop and maintain internal policies and procedures.
- Provide reports and information as required by Federal and State regulatory agencies, the City CBI Office, Aviation Executive Leadership and/or City Council.
- Manage and maintain CBI Program audit records and ensure that audits are being processed and updated.
- Participate in Citywide initiatives and workgroups.
- Provide additional support as needed and defined by City and Aviation Leadership teams.
- Other duties as assigned.
Food Truck Program Responsibilities may include (but are not limited to):
- Administer and manage Aviation’s Small Business Food Truck Program
- Manage a budget for all expenses related to the Food Truck Program including, outreach and business development initiatives.
- Manage compliance to all contractual obligations of Food Truck Program participants
- Ensure that all food trucks entering the Food Truck Program comply with City of Charlotte and Mecklenburg County business permitting, insurance and operational requirements.
- Organize and oversee the execution of the Food Truck Program scheduling and marketing campaign.
Knowledge, Skills & Abilities
- Skills to multi-task, organize, complete projects on schedule with minimal instruction.
- Ability to conduct research, prepare accurate records and reports.
- Must be proficient in Excel, Word and other MS Office Programs with the ability to learn new programs quickly. Experience utilizing database programs and ability to access information from the Internet and Intranet.
- Skills to work effectively with co-workers and the public, and represent the Airport in a positive, professional manner.
- Ability to analyze administrative problems and to make sound recommendations for their resolution and to prepare working procedures.
- Ability to communicate effectively, orally and in writing, and to establish and maintain effective working relationships.
- Proficient organizational skills required.
- Experience with public speaking in front of large audience
Preferred Qualification
The following experience is preferred:
- Record keeping, preparing a wide variety of applications and reports for highly regulated government programs.
- Supplier Diversity certification (CPSD).
- Experience with bid contracts/documents and administering contracts for highly regulated government programs.
- Knowledge of construction field
- Knowledge of B2GNow and E-Builder
- Knowledge of supplier diversity programs and/or the City’s CBI Program
Minimum Qualifications
High School graduate or equivalent and seven years related work experience
OR
Associates degree and five years related work experience
OR
Bachelors degree and three years related work experience
Conditions of Employment
