Introduction

The purpose of this position is to develop and maintain strategic plans, system designs, and other architectural artifacts needed to select and implement technologies that are required to align IT infrastructure, applications, Aviation systems and investments in support of business needs for the Charlotte Douglas International Airport. This is a supervisory position that will manage the activities of the team and assist in performing the duties as needed.

Major Duties and Responsibilities

Roadmap Development
  • Defines technology roadmaps with a focus on the Aviation industry
  • Identify market & organizational trends
  • Maintain awareness of security and regulatory mandates / other risks that influence roadmap decisions
  • Collaborate with peer Airports and vendor partners to stay abreast of industry technology trends
  • Estimate total program costs and useful life forecasts for purposes of financial planning.  This includes hardware, software, licensing, implementation, operation and maintenance, personnel and/or professional services, etc.  
Standards and Model Development
  • Develop technology standards & models by working with technology / business partners to identify best practices for the Charlotte Douglas International Airport
  • Perform & organize studies of enterprise architectures
  • Study other models to broaden knowledge
  • Analyze needs impacted by standard
  • Ensures data meets data standards and is compatible with Charlotte Douglas International Airport’s data warehouse
Proposal Creation
  • Produce technology proposals:
  • cost estimates
  • staffing impacts
  • implementation timelines
  • risk assessments
  • cost & benefit analyses
  • articulation of impact on business goals
Proposal Solicitation & Review
  • Guides technology investment by contributing to language in departments’ technology solicitations:
  • technical requirements
  • architecture diagrams, etc.
  • reviewing technology proposals
  • Ensuring proposals meet architectural requirements
  • Contributing to implementation contract language when proposals are accepted
  • Act as primary technical point of contact for Proposal creation, solicitation, review, award, and contract negotiations.
Solution Architecture
  • Develops architectural descriptions & designs for needed solutions that meet the business requirements
  • Creates formal design documents, facilitates reviews and approval of documents, manages design change order processes
  • Conducting meetings with stakeholders
  • Analyzing current & potential technical requirements
  • Researching vendor offerings / market trends / independent analyses Stay abreast of direction of technologies
  • Completes other related tasks by facilitating discussions
  • Communicating potential technology solutions
  • Serving as translation source between businesses & technological needs & gaining individual business understanding
  • Defines system architecture for Aviation applications and infrastructure connectivity  

Preferred Qualification

  • Master’s degree in Computer Information Systems / Computer Science / Business Administration / Public Administration / directly related field with three (3) years of relevant experience
  • Ten or more years of direct technology industry experience

Minimum Qualifications

Bachelor’s degree with five (5) years of relevant work experience or an equivalent combination of education and relevant experience that provides the necessary knowledge, skills and abilities to successfully perform the essential job duties 

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
