Introduction

The goal of the City of Charlotte’s General Services Department is to guide agencies through innovative and efficient deployment of resources to meet their missions and fulfill the needs of the City in a rapidly evolving and complex environment.  The Department will design and deliver expanded, shared services across departments and for the City of Charlotte to improve performance and save taxpayer money.  General Services consists of capital project management, fleet services, procurement, environmental services, property management, real estate services, landscape management, and other support services.

Summary

This position is in the General Services Department, Landscape Management Division.

This position is responsible for seamless interactions and communications between the City of Charlotte’s Community Investment Plan (CIP) Projects and Landscape Management. 

Major Duties and Responsibilities

  • To review capital project plan sets and analyze the effects of those designs on the existing tree canopy, with the goal to protect the canopy during and after project construction. 
  • To develop, working with other City and consulting partners, functional and aesthetically pleasing landscape areas using City approved Land Development Standards.  
  • To design and install landscapes that are creative and sustainable, using the most appropriate plant material and best management/industry standards for installation. 
  • Provide expert technical advice, information, and consultation to consultants, contractors, engineers, other City officials, and the public regarding applicable procedures, regulations, and standards. 
  • Establish design section work plans, goals and objectives
  • Supervise and provide direction and guidance to supporting staff
  • Oversee the allocation of the project budgets and resources, monitor project progression and evaluate project performance  
  • Lead coordination and communication with CIP projects involving Landscape Management with other City divisions and departments, project consultants, North Carolina DOT and the Green Industry
  • Maintains and reinforces positive relationships with the Green Industry; statewide, nationally and internationally.
  • Insures the preparation and maintenance of reports and records on CIP project through electronic files.  Including CAD files, photos, tree assessments, documentations, and project communications.
  • Coordinates training and informational activities with Landscape Management, other divisions, departments and outside agencies.
  • Performs related duties as required.

Knowledge, Skills & Abilities

  • Extensive knowledge of horticulture, arboriculture and turf grass management appropriate for Charlotte
  • Extensive knowledge and experience in/with all types of landscape operations
  • Knowledge of tools, equipment, and materials used in the landscape industry.
  • Excellent communication skills, both verbal and written.
  • Excellent organizational skills with the ability to prioritize, develop goals and meet deadlines on multiple projects.
  • Effective supervisory, management, and training skills.
  • Ability to read and interpret blueprints, soil test results, or other technical reports.
  • Experience managing contracts/contractors, 
  • Effective computer skills including proficiency in Microsoft Office Products and experience and overview of CAD

Preferred Qualification

  • Landscape planning and design experience demonstrating responsibility in Municipal Capital Improvement projects 
  • Progressively responsible leadership and organizational experience in Program Administration with a demonstrated ability to effectively direct and guide teamwork efforts
  • NC Landscape Contractor License 
  • ISA Tree Risk Assessment Qualification
  • North Carolina Pesticide License

Minimum Qualifications

  • Bachelor of Science in Forestry, Horticulture, Arboriculture, Landscape Architecture, and a minimum of five years of experience, or a related 4-year degree and 7 years of experience.  Requires International Society of Arboriculture Arborist Certification

Salary

  • $80,600 - $100,400 Commensurate with experience
