Major Duties and Responsibilities

  • Manages large and complex transit project(s).
  • Directs the work of consultants on assigned project(s).
  • Supervises assigned project team and support staff.
  • Monitors performance of work to ensure compliance with contract specifications.
  • Performs technical reviews of projects and consultant work products, coordinates review by other departments, and prepares technical reports and correspondence.
  • Responsible for advancing project(s) in the federal project development process and meeting federal program requirements.
  • Leads meetings with various groups including other City departments, consultants, third party stakeholders, and local, state, and federal governmental agencies.
  • Makes formal presentations to the Metropolitan Transit Commission (MTC), Charlotte Regional Transportation Planning Organization (CRTPO), City Manager and Department Directors, and elected officials as required.
  • Develops and monitors project budget, contracts, and schedule.
  • Remains current on new industry trends, methods, and technology.
  • Presents oral and written reports.
  • Performs other duties as required.
  • Directly support continuous implementation and compliance of the North Carolina Department of Transportation (NCDOT) State Safety Oversight Program Standards (SSOPS) and Federal Transit Administration (FTA) regulations 49 CFR Part 673 and 672 related to the Safety Management System (SMS) and the CATS Agency Safety Plan (ASP). Support Safety performance goals of CATS.
  • Encourage employees to proactively support and report safety concerns following the CATS Safety Reporting options as described in your training and in the ASP.
  • As part of your responsibility to support the CATS Safety Culture, report safety concerns and issues through the various methods established by CATS as outlined in the ASP.
  • Advocate and promote a strong safety culture within CATS with regard to transportation services, capital programs, facility operations and maintenance, worksite procedures, employees, and customers following SMS and ASP. 
  • Participate in internal and external ASP audits.

Knowledge, Skills & Abilities

  • Knowledge and understanding of transportation planning and land use/transit relationships.
  • Ability to organize heavy and complex workloads, establish and adjust priorities, and accomplish objectives within established scopes, budgets, and schedules are required.
  • Demonstrated ability to work as a team member;
  • Effective oral, written communications, presentation, and interpersonal skills are required;
  • Intermediate to advanced computer skills (Word, Excel, PowerPoint, Outlook).

Preferred Qualification

  • Experience managing light rail, streetcar or rapid transit projects.
  • Professional registration (AICP, PE) desired 

Minimum Qualifications

  • Graduation from a four-year college or university with major coursework in engineering, planning, construction management or field related to department’s operation. 
  • Minimum of five years of progressively responsible experience in managing and developing projects, including supervisory experience. Experience managing light rail, streetcar or rapid transit projects preferred. 

Conditions of Employment
