Summary

Manage projects as an Owner's Representative for Business and Revenue initiatives including project development, procurement and contracting, implementation and, when required, supervision of ongoing maintenance.  Ensure that the goals and objectives of the project are accomplished within prescribed time frames and funding parameters.  The Project Manager is expected to exercise judgment relative to scope, cost, specifications, and project progression.  The Project Manager shall report to the Business and Revenue Project Manager – Lead and shall be responsible for providing support on complex projects and managing assigned projects independently as the need arises.

General Information:
  • This is a hybrid position where standard business hours apply Monday through Friday, however schedule subject to irregular hours, overtime, and emergency calls back to work.
  • Valid driver’s license in state of residency and ability to obtain and maintain a City Driving Permit. 
  • Ability to pass a background check in advance of start date required.  Certain convictions will disqualify individuals from unescorted access privileges and therefore exclude from employment.

Major Duties and Responsibilities

  1. Report to the Business and Revenue Project Manager – Lead on all matters related to the project management portfolio; provide assistance and support on complex projects; and manage projects independently as the need arises to support the Project Manager – Lead.
  2. Coordinate scope development, procurement and contracting, project implementation and cross-divisional coordination on projects involving revenue generation...
  3. Work closely with technology project team on IT contracts that affect related revenue contracts and/or projects within the business and revenue department, including FIDS, GIDS, RIDS and the baggage handling system. 
  4. Works closely with Business and Revenue team to identify new sources for revenue generation.
  5. Presents and explains design and scope of project to other internal and external team representatives.
  6. Conduct meetings with internal and external stakeholders, vendors, and contractors to manage scope development and project implementation on projects and address any project-related items including, without limitation, procurement, contracting, schedule development, resource management and budgetary concerns.
  7. Serves as project manager during solicitation process for potential vendors for revenue management agreements at the Airport. Assist with every aspect of the solicitation process included, but not limited to, generating solicitation documents, posting of advertisements, gathering of questions and answers, and reviewing submitted responses.
  8. Coordinate with stakeholders and contractors to maintain a clear line of communication for scope and schedule updates.
  9. Gathering and preparation of closeout documents necessary for the turnover of completed projects and systems to the Airport.
  10. Develop project plans, scopes, schedules, charters, service level agreements and other project management documents that facilitate project development and implementation.
  11. Provides technical advice, information, and assistance in field of assignment to project managers, consultants, contractors, airlines, and the public regarding applicable procedures, regulations, and standards as related to project management.
  12. Development, tracking, and implementation of project plans, schedules and budgets.
  13. Follow change control and change management practices of the Aviation Department.
  14. Track project tasks and deliverables in the Airport’s preferred project management tools.
  15. Manages the administrative aspects of all projects include functionality as it relates to controlling and monitoring of projects.
  16. Manages special projects as required related to the Business and Revenue team. Works with internal and external customers as projects require. 

Knowledge, Skills & Abilities

  • Understanding of project management methodologies and practices necessary to deliver complex project involving numerous internal and external stakeholders.  Understanding of City procurement and contracting processes and systems.
  • Knowledge of closeout documentation process.
  • Technical knowledge to address potential impacts to airport operations from project activities.
  • Attention to detail and accuracy.
  • Communication skills to interface with client, vendors, contractors, and various stakeholders to discuss project goals, and design in a professional and productive manner
  • Ability to learn Airport processes and ask appropriate questions
  • Enthusiasm and willingness to participate and work well in a team environment
  • Flexibility to work odd hours when night/early morning work may be necessary
  • Ability to work safely and securely in public areas with the situational awareness
  • Process oriented to ensure that projects adhere to schedule and budget and are implemented in accordance with project scope
  • Adapt to dynamic environment where responsibilities or duties might shift in supporting other team member's projects
  • Review and/or maintain running project meetings to track agreed upon resolutions, issue tracking and responsibilities.
  • Ability to quickly develop rapport with other departments and divisions.
  • Ability to develop project management reports as related to all projects in the project portfolio.
  • Excellent organizational and communication skills (oral and written).
  • Ability to work cooperatively with other City employees and the public
  • Ability to apply conflict resolution techniques
  • Computer skills in Microsoft Suite (Excel, Word, PowerPoint, etc.)

Preferred Qualification

Bachelor’s degree plus one year of applicable work experience, or an Associate’s degree plus three years of applicable work experience, or an equivalent combination of education, credentials, and relevant work or military experience that provides the necessary knowledge, skills and abilities to successfully perform the essential job duties.  Certified Associate in Project Management or Project Management Professional preferred.

High School Graduate or Equivalent and seven year(s) of related work experience

Bachelor's Level Degree and one year(s) of related work experience

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
