Introduction
The goal of the City of Charlotte's General Services Department is to guide agencies through innovative and efficient deployment of resources to meet their missions and fulfill the needs of the City in a rapidly evolving and complex environment. Summary
The City of Charlotte is seeking an Assistant Construction Program Manager within the Construction, Survey, and Utility (CSU) Division of General Services. The selected candidate will be primarily responsible for managing and overseeing the daily operations of the Construction and Utilities Program. This position will assist the Program Manager in administering the Capital Improvement Program projects and supervise construction supervisors.
Major Duties and Responsibilities
- Report to and assist the Construction Program Manager and CSU Division Manager.
- Manage the Construction and Utilities Program when the Program Manager is unavailable.
- Track project schedules to ensure Balanced Scorecard Targets are being met.
- Track project schedules for major milestones relating to the start of utility relocation, bid phase, construction, and any other phases.
- Provide technical support on contract interpretations, advise staff and supervisors.
- Review and resolve construction claim issues.
- Solve problems as needed.
- Provide expert technical advice, information, and consultation on projects as necessary.
- Supervise, evaluate, train, and hire construction supervisors.
- Review and approve change orders.
- Manage the section’s emergency response requirements for storm debris, snow, and ice.
- Oversee and manage the specialized roadway construction services contracts.
- Delegate work assignments to optimize section work performance and efficiency.
- Performs other duties as assigned.
Knowledge, Skills & Abilities
- Demonstrated skill in successful project management /construction management on capital infrastructure projects.
- Excellent communication skills (both verbal and written).
- Excellent customer service, collaboration, conflict management, interpersonal communication, and process improvement skills are essential.
- Ability to establish and maintain effective working relationships with General Services’ staff, private utility companies, other City Departments, contractors, and the public.
- Proficient in Project and Construction Management principles, including planning, design, execution and delivery, and construction of Capital Improvement Program projects.
- Proficient in FHWA, FTA, NCDOT Standard Specifications, and City of Charlotte Land Development Standards.
- Computer skills at the intermediate level proficiency using Microsoft Office Suite Products.
- Competencies and skills leading to success include being proactive, a strong communicator, responsive, approachable, and comfortable managing conflict.
- Ability to perform effectively in a fast-paced/high-pressure environment.
- Must have a valid driver’s license, good driving record, dependable passenger vehicle, and be able to receive and maintain a City Driving Permit Authorization.

- Requires a Bachelor’s Degree in Civil Engineering, Construction Management, or a related field with at least (5) five years of roadway construction experience.
Salary
- $80,344 - $100,430 Commensurate with experience
Conditions of Employment
