Summary

This position is based in Storm Water Services Land Development Group and is primarily responsible for protecting water resources, private property, and public infrastructure by enforcing the requirements of the City of Charlotte’s Soil Erosion & Sedimentation Control Ordinance within the City and its Extra-Territorial Jurisdiction.  The Land Development Group works within the new Charlotte Development Center and works closely with other Storm Water Services groups, Planning Design and Development, and other City Departments to ensure compliance with City development standards.  The Erosion Control Coordinator will work closely with other City Land Development staff groups, design/development professionals, development industry contractors, and the general public. 

Major Duties and Responsibilities

  • Perform regular inspections of construction sites to ensure compliance with the city’s Soil Erosion and Sedimentation Control Ordinance and the Stat of North Carolina’s General Permit for construction site stormwater discharges (NCG01)
  • Provide professional and technical instruction, guidance, and information to consultants, contractors, design professionals, other City officials, and the public regarding design and regulatory issues
  • Review and approve construction site stormwater pollution prevention plans (erosion & sedimentation control plans) for compliance with minimum standards
  • Perform inspections of permanent Stormwater Control Measures on construction sites during installation and closeout phases
  • Investigate non-compliance reports from the general public and other City departments and respond in a timely, professional, and courteous manner
  • Schedule and conduct preconstruction meetings, document site visits, prepare Notices of Violation, and prepare files and documents for legal cases when required
  • Prepare and present educational materials for our local outreach and education training series (public speaking)
  • Contribute to and collaborate on projects, initiatives, and programs that support the City of Charlotte Erosion Control Team as well as other departments within the city
  • Other related duties, as assigned

Knowledge, Skills & Abilities

  • Technical competence in the areas of environmental science, stormwater principles, and permitting processes
  • Proficient in Microsoft Office Suite / data transfer and file management skills
  • Good organizational skills
  • Good communication skills, both oral and written
  • Ability to communicate and work well with people with a wide variety of education levels, job classes, technical knowledge, skills, and backgrounds
  • Ability to plan, prioritize, organize, and complete assignments with minimal supervision
  • Ability to apply conflict resolution techniques and negotiate desired solutions
  • Ability to determine appropriate level of regulation and apply discretion where necessary
  • Ability to communicate information to technical and non-technical audiences both verbally and in writing
  • Ability to perform effectively in a fast-paced, high-pressure environment
  • Commitment to civil service
The successful candidate will have a good driving record, valid driver’s license, a dependable vehicle, and ability to obtain and maintain a City Driving Permit.

Preferred Qualification

  • Bachelor of Science degree in Environmental Science, Geology, Civil Engineering, or related field
  • Knowledge and experience with environmental systems, storm water management, engineering principles, and land development permitting practices  
  • Experience working with the public 
  • Public Speaking Experience

Minimum Qualifications

  • Associates Degree and three years of related experience, or Bachelor’s Degree in an environmental field and one year of experience, or equivalent education, skills and abilities to perform the essential duties of the position   
  • Ability to obtain accreditation as a Certified Professional in Erosion and Sediment Control (CPESC) within one year of hire date
  • Ability to obtain SCM Inspection Certification within one year of hire date


Salary

  • $52,806 - $66,008 Commensurate with Experience

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
