Function
The Center for Digital Government named Charlotte one of the top five digital cities in the nation. The City of Charlotte Innovation & Technology department (I&T) provides executive-level leadership, delivers technology services to city departments and partner agencies, and coordinates information technology initiatives across the organization to support, enhance and advance citizen service delivery. Charlotte Water Technology is a division of the I&T Department and directly supports Charlotte Water, the region’s largest water/wastewater utility.
Summary
Charlotte Water Technology is seeking an Application Development/Support Manager to manage key applications and programs, and to serve in the role of assistant division manager. This position ensures effective operations of technology throughout all life-cycle phases to meet the business needs of the Charlotte Water . Responsibilities include ensuring alignment of technology initiatives with approved strategies and standards, managing budgets, developing and adhering to technology governance, and participating in or overseeing technology procurement under City requirements.
The primary areas managed include asset management, GIS (data and systems), storm water, laboratory systems, data analytics, document management, water and wastewater information systems, and industrial waste and system protection.
Additional responsibilities include functioning as the I&T Charlotte Water Division Manager in their absence, division strategic planning, alignment of division processes, and coordination of the annual division budget process.
Major Duties and Responsibilities
• Supervises the work of assigned personnel, including assigning and reviewing work, providing guidance, and conducting performance evaluations.
• Aligning technology initiatives with the I&T and Charlotte Water Technology roadmap and master plan.
• Looking for opportunities to improve both operationally and strategically.
• Leads and manages the on-ongoing maintenance of the I&T and Charlotte Water Technology roadmap, master plan.
• Ongoing alignment of division work processes
• Building and maintaining relationships with I&T peers and key stakeholders and advising on technology solutions to ensure customer satisfaction. Facilitates strategic planning for departmental initiatives. Recommends technology to meet current and future needs.
• Coordinates and manages the overall Division Budget with responsibilities for assigned program level budget, expenditures and deliverables.
• Performs the duties of the Division Manager in their absence.
• Life cycle management of the portfolio to include ordinating and managing division processes for performance reviews, work plans, application documentation, and customer engagement.
• Provides leadership in analyzing, designing, prototyping, obtaining, developing, updating and maintaining major critical systems, and custom-built systems and interfaces.
• Participates in the RFP process, selection of solution/vendor, and contract negotiation
• Directly oversees financial responsibilities for the portfolio.
• Manages service delivery expectations and ensures system availability for 24x7 operational department. Drives continuous improvements in availability across technology offerings, operational capabilities, and performance objectives
• Works with vendor partners to ensure data collection standards and regulatory tracking
• Develops and implements business process to manage program and system activities
• Interacts with stakeholders and other departments across the City to identify collaboration opportunities and drive growth
• Provides leadership, planning, advising and management of human resources associated teams for each major system and program.
• Manages applications services and operational support, including incident management, service requests, updates, and upgrades.
• Develops, manages, and coordinates with vendors to ensure efficient operations.
• Performs related work as required.

Preferred Qualification
• Degree from an accredited college or university in Information Technology, Computer Science, or a related field
• Minimum of three years of supervisory experience
• Five years of experience managing a COTS application at an enterprise level
• Proficiency in scripting languages such as Transactional SQL, Python, PowerShell, and Batch
• General knowledge of Water and Wastewater Utility business operations
Minimum Qualifications
• High School Graduate or equivalent
• Nine (9) years of experience in information technology support and strategic planning, including prior supervisory experience as well as knowledge of budget development and administration

• Two-year college degree
• Seven (7) years of experience in information technology support and strategic planning, including prior supervisory experience as well as knowledge of budget development and administration
OR
• Bachelor’s level Degree
• Five (5) years of experience in information technology support and strategic planning, including prior supervisory experience as well as knowledge of budget development and administration.
OR
• Master’s level degree
• Three (3) years of experience in information technology support and strategic planning, including prior supervisory experience as well as knowledge of budget development and administration.
