Introduction

This is a senior-level management position responsible for leading planning teams and managing planning processes/projects, particularly related to the implementation of the Charlotte Future 2040 Comprehensive Plan and all other planning initiatives recommended in the future planning approach outlined in the Charlotte Future 2040 Comprehensive Plan. This position will report to the Long-Range Planning Division Manager and provides leadership and guidance to a small team that uses policy analyses, information, and technology to manage implementation tasks related to the City's Comprehensive Plan.

Major Duties and Responsibilities

  • Lead and manage the development, operations, and innovation of programs/services under his or her purview.
  • Participate on the Department’s Program Management Team to foster collaboration and leadership for Department and City Planning Department-led programs and projects like Community Area Planning and Unified Development Ordinance Implementation and others, as assigned.
  • Communicate and support the department’s philosophy, goals, and policies.
  • Lead interdisciplinary and inter-jurisdictional teams focused on implementing policies, projects, and programs within the Comprehensive Plan. 
  • Lead coordination for Planning Department in partnership with GIS team, City Innovation and Technology, and other City departments to develop a method to display, track and monitor implementation measures.
  • Develop strategy and lead coordination to prepare a prioritization and scoring process for the City’s Capital Improvement Program that is consistent with the Charlotte 2040 Comprehensive Plan. 
  • Manage development and production of an Annual Report to share progress of the implementation actions within the Comprehensive Plan and future planning initiatives (e.g. Community Area Plans). 
  • Co-Lead Joint Use Task Force migration to a new function as the Implementation Committee for the Comprehensive Plan. 
  • Coordinate Planning Department’s role in other major initiatives to ensure implementation of the policies, programs and projects lead by other city departments, as assigned. 
  • Engage with local stakeholders on City-led projects and other Comprehensive Plan implementation efforts. 
  • Lead development of budget requests for funding of key implementation items from the Comprehensive Plan.  
  • Support development of and manage updates to the Implementation Dashboard. 
  • Lead development of internal and external communication and outreach related to Plan Implementation. 
  • Serve as Planning Department staff support for Council Committee’s work with the Infrastructure Advisory Committee, Anti-Displacement Stakeholder Group and the Community Benefits Task Force. 
  • Monitor projects to ensure compliance with adopted policy and pursue remedies for non-compliance.
  • Provide constructive feedback on City processes and procedures that impact the goals of the Comprehensive Plan.
  • Respond to requests for information in a timely manner, prepare reports to elected and appointed bodies (including committees) and make presentations as needed.
  • Other responsibilities as needed. 

Knowledge, Skills & Abilities

  • Thorough knowledge of planning and development as well as plan implementation principles and practices;
  • Good understanding of, and ability to integrate, a range of concerns and disciplines into planning and regulatory projects and engagement activities;
  • Ability to develop internal and external engagement and outreach plans and strategies
  • Ability to relate and work effectively with people from diverse cultural, economic and ethnic backgrounds.
  • Ability to establish and maintain effective working relationships with associates, civic, community and business groups and the general public;
  • Expertise in leading planning and development programs, planning teams and projects.
  • Exhaustive knowledge of the specialized area(s) of planning and considerable knowledge of other planning services.
  • Ability to integrate multi-disciplinary planning and regulatory perspectives into planning initiatives.
  • Ability to collaborate with diverse groups on a variety of issues and maintain a high level of collaboration within and outside of the department and lead staff to do likewise.
  • Ability to perform effectively and efficiently with a minimal level of supervision.
  • A track record of managing multi-disciplinary teams for various City departments

  • Excellent public speaking and writing skills, along with computer skills for accomplishing administrative tasks as well as for graphics, mapping, design, research, analysis, presentations, and other planning work; and
  • Must have excellent project management and organization skills. 
  • Experience in facilitating diverse groups of people and incorporating their voices into the planning process.
  • Represent the department and the Division Manager/Deputy Director/Director (at his/her request) with other departments, City Manager’s Office, elected officials, Planning Commission, other departments, and the public to make presentations and lead/facilitate program discussions.
  • Ability to coach and evaluate direct reports in accordance with City and departmental policies.
  • Supervisory and management experience required.
  • Demonstrated ability to handle multiple tasks, align strategies and concepts, and work independently to move forward initiatives, projects, and tasks.
  • Performs all work assignments and responsibilities in a professional and conscientious manner.

Preferred Qualification

  • Master’s degree in urban planning or related field with seven (10) years of thorough professional planning experience.
  • AICP or other certifications (AIA, GISP, LEED, PE, etc.).
  • Proficiency in Microsoft Office Suite, Adobe Creative Suite, and Public Input ability to use ArcGIS 10.2, and familiarity with the geodatabase model

Minimum Qualifications

Bachelor's level degree and five years relevant experience.

Or

Master’s level degree and three years relevant experience.

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
