Introduction

Located at Charlotte Douglas International Airport, the Fleet Manager is responsible for overseeing maintenance, purchasing, disposal, and repair service provided for approximately 400 pieces of rolling stock and 105 other pieces of equipment used in various operations at the Airport.  Equipment types include buses, fire trucks, pool vehicles, construction equipment, snow equipment, airfield maintenance equipment, etc. The Fleet Manager is responsible for Fuel and Fuel System Management both on and off the Airfield.  Responsible for scheduling and overseeing the work of employees performing maintenance and service work.  The exercise of considerable independent judgment and initiative is expected, and extensive public contact is involved.  Maintains effective working relationships with tenants, City departments, co-workers, the public, contractors, and regulatory agencies.

Major Duties and Responsibilities

1. Responsible for the fleet maintenance, repair and purchasing for all Airport vehicles and equipment; manages the capital investment and maximizes the vehicle and equipment life cycles.
2. Essential part of the Aviation Capital budgeting process - Work with Aviation departments to identify equipment needs.
3. Works closely with procurement to purchase fleet vehicles, shuttle buses, pool vehicles and specialized equipment to include fire trucks, construction equipment, snow equipment, airfield maintenance equipment etc.
4. Maintains the Aviation departments Capital Equipment List, and capital equipment replacement schedule
5. Oversees vehicle maintenance staff (approximately 25 individuals) in a 24/7/365 operation.  Reviews shop workload and makes staffing, in-sourcing and out-sourcing decisions.
6. Oversees the preventative maintenance schedule for all vehicles and equipment.
7. Understands the current laws and trends, fleet utilization and alternative fuel options.
8. Determines the most cost-effective means of obtaining equipment considering the period of use, expected depreciation and life of vehicle; provides rent/lease/buy analysis as needed; provides new or refurbished analysis.  
9. Oversees records management of fleet including titles, inspections, repairs and maintenance.
10. Works with City of Charlotte Asset Recovery and Disposal to sell equipment and vehicles.
11. Handles all aspects of budget development, management and expenditure for the Fleet Maintenance division
12. Oversees various contracts for parts, heavy repairs, body work, fuel etc. 
13. Tracks work order status and associated measures for availability and productivity.
14. Monitors and approves invoice payments for vendors, reviews estimates for repairs, evaluates estimates from vendors, monitors the vendor reports and determines how much work should be sent out for repair.
15. Oversees equipment maintenance and repair before, during and after snow operations to ensure minimal equipment downtime. 
16. Responsible for team compliance to shop and job safety procedures; counsel employees on proper safety procedures including usage of equipment.
17. Prepares and conducts performance reviews for staff.
18. Responsible for managing, and administering Fuel contracts
19. Oversees and is ultimately responsible for the Airport Fueling infrastructure for both consignment fuel provided to the Airlines and Bulk fuel used by Aviation department equipment.  Approximately 1,000,000 gallons of gasoline and diesel fuel.
20. Use data analysis to develop key reportable indicators and make decisions. 

Knowledge, Skills & Abilities

Considerable knowledge of fleet operations and vehicle maintenance. 
Considerable knowledge of FAA Regulations
Considerable knowledge of FAA Grant funding requirements, CIP and Airport Master Planning process.  
Knowledge of fuel delivery and storage systems. 
Contract negotiation and City contract solicitation processes. 
Strong data analytical skills.
Skills to effectively manage the requirements of multiple contracts and the initiative to identify, solve and follow-up on any deficient performance issues.   
Effective leadership and organizational skills, including the ability to motivate, instruct and coach subordinates are required, as is the initiative to identify, solve and follow-up on any performance issues or projects.   
Skills to effectively use Outlook, Excel, Word and PowerPoint
Skills to make presentations to a variety of audiences.
Skills to work effectively with tenants, co-workers, other agencies, the public and represent the airport in a professional, positive manner. 
Ability to enhance team spirit and improve conflict resolution and problem solving skills amongst employees.
Ability to communicate effectively and clearly, verbally and in writing, including radio communications.
Ability to take initiative and actively pursue and develop new ideas, methods and procedures to solve problems and meet changing situations 
Ability to respond calmly and effectively in emergency situations.

Preferred Qualification

Prefer coursework in business administration, transportation management or related field.  Experience must include supervision and fleet management at a large facility.

Minimum Qualifications

High school graduation or equivalent and nine years relevant work experience

OR

Associate's Degree and seven years relevant work experience

OR

Bachelor's level degree and five years relevant work experience

OR

Master's level degree and three years relevant work experience

Conditions of Employment
