Summary

The Finance Department is seeking a Deputy Director who has demonstrated progressive leadership success in the financial arena, to include managerial oversight of complex financial operations. Under the direction of the Chief Financial Officer, the Deputy Director will directly oversee managers that are responsible for the day-to-day operations of the Finance Department. Overall Finance Department functions include financial reporting, general ledger accounting and reconciliations; accounts payable; accounts receivable; employee travel and expense reimbursements; revenue collections and billing; cash management and investments; debt management; review and monitoring of financial internal controls; and insurance and risk control services. 

Major Duties and Responsibilities

The Deputy Director assists the CFO in planning, organizing, and managing the City’s financial operations.  As a member of the Finance Leadership Team, the Deputy Director advises the CFO and provides high-quality services to the City by having excellent customer service skills and technical skills; building strong relationships with other City departments, vendors, and consultants; utilizing management skills and being proficient in directing and supervising people, projects, resources, budgets; communicating effectively and demonstrating strong abilities in negotiation, persuasion, and conflict resolution; and hiring, developing, and retaining high quality employees.

Knowledge, Skills & Abilities

  • Proven track record of achieving a successful culture of high performance and personal accountability as a highly accomplished financial professional.
  • Ability to effectively manage, develop and engage staff to deliver excellent customer service through increased training, responsibility, productivity, morale and retention.
  • Ability to establish and maintain effective working relationships with all levels of city management, external partners such as external auditors, financial advisors, banking partners, applicable federal, state, and local agencies, and other stakeholders to effectively manage financial resources in order to leverage opportunities and mitigate challenges.
  • Knowledge and experience with governmental accounting (GAAP, GASB, etc.), financial reporting including production of the Annual Comprehensive Financial Report and the annual external audit process and responding to findings and observations made by the auditors.
  • Knowledge and experience with processing accounts payable and employee expense reimbursements.
  • Knowledge and experience with accounts receivables to include billing, collection, and depositing of revenue.
  • Knowledge and experience with capital financing strategies including municipal financing and continuing disclosure.
  • Knowledge and experience with cash management and investing for local governments. 
  • Displayed understanding of financial internal controls including identification of best practices, development of financial policies and procedures, and monitoring activities. 
  • Familiarity with risk management strategies including insurance and loss control services.

Minimum Qualifications

Bachelor’s degree with seven (7) years of relevant work experience; or a Master’s degree with five (5) years of relevant work experience; or an equivalent combination of education and relevant experience that provides the necessary knowledge, skills and abilities to successfully perform the essential job duties. Qualified candidates should have progressive managerial experience in financial administration and management.  Local government experience is highly preferred but not required.

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
