Introduction

The Historic District Commission is in the Design + Preservation Division of the City of Charlotte Planning, Design and Development Department. The Planner position will focus on Administrative-level projects and providing customer service throughout the entire review process including pre-application site visits, review applications, Certificate of Appropriateness (COA) issuance, and final inspections. The position will also support interior work only application reviews/processing, coordinate permit hold releases, violations reports, and community outreach and engagement efforts.  Candidates will be a part of a team and can expect a fast-paced environment and should excel in communication skills

Major Duties and Responsibilities

  • Analyze architectural and landscape drawings, including plans, sections, elevations, and details, to determine compliance with the HDC Design Standards
  • Review applications and issue Certificate of Appropriateness (COA) for administrative-level projects
  • Meet with property owners, contractors, architects, and other parties prior to and during construction
  • Maintain project review schedules
  • Educate residents on design policies and guidelines
  • Develop partnerships with neighborhood organizations and residents
  • Provide technical support for monthly Commission meetings, retreats, and special meetings
  • Assist zoning and code enforcement staff with compliance and enforcement issues.
  • Respond to inquiries from and provide technical assistance to the general public, property owners, architects, engineers, landscape architects, and building trades specialists in matters relating to historic preservation practices and regulations
  • Utilize proprietary software programs (Accela, Winchester and others)
  • Assist with administrative, special projects, and other duties as assigned. 

Knowledge, Skills & Abilities

  • Demonstrated experience in preservation planning principles, practices, and their applicability to the community.
  • Ability to understand and interpret architectural drawings, site plans, and zoning codes.
  • Experience working with design, development, and building construction professionals. 
  • Ability to collaborate with both internal and external customers.
  • Experience in presenting and working with diverse audiences and all segments of the city’s population.
  • Proficient skills in Adobe Suite products, ArcGIS, Microsoft Office Suite, and social media applications.  

Preferred Qualification

Master’s Degree in Historic Preservation, Planning, Architecture, Architectural History, Landscape Architecture, Geography, or related degree.

Minimum Qualifications

Bachelor's level degree in Historic Preservation, Planning, Architecture, Architectural History, Landscape Architecture, Geography, or related degree and one year relevant experience.

Or

Master’s level degree.

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
