Solid Waste Services Department is one of the largest
municipal collection systems in the southeastern United States providing
service to more than 228,000 curbside residential units weekly. Solid Waste
Services offers curbside collection of garbage, recycling, yard waste and bulky
waste for single-family residences and multi-family communities; right-of-way
litter picking and cleaning throughout the City; small business garbage; and a
host of other special collection services. SWS has an annual operating
budget of approximately $79M and 320 full time employees.
This position works with members of the
Department’s Administration team to provide oversight and analysis of data,
budgets, fiscal reporting, procurement, contract administration and developing
and monitoring performance metrics. Performs
a variety of financial activities including financial and budgetary/data
analysis. May interact with City Strategy
& Budget, Finance, Internal Audit, Procurement and other internal and
external customers.

Reviews
and reconciles budgets. Analyzes financial transactions. Prepares budget
reports. Analyzes historical trends and prepares budget spreadsheets. Monitors
and updates statistical reports.

Participates
and oversees the ongoing monitoring and review of operating expenses to ensure
costs are properly allocated and accounted for as part of the budget
development, mid-year assessment, and fiscal-year end activities. Corrects
errors and inconsistences within the budget.

Monitors
and recommends budget transfers and amendment requests as needed to ensure
budget and actual expenditure alignment.
·
Provides
oversight and analysis of data, budgets, fiscal reporting, procurement, and contract
administration. Develops and monitors performance metrics.
·
Responsible
for reviewing and approving requisitions and change orders and resolving
invoices.
·
Oversees,
analyzes, and reviews all Purchase Card (P-Card) transactions for accuracy,
completeness, and proper financial coding. Evaluates and approves P-card reconciliations.
Ensures P-Card accounts have proper cost allocations and documents.

Oversees
cash handling and cash collection activities.
·
Reviews
employee travel request/expense reports for final departmental approval.
·
Provides
oversight of data accuracy used for various key performance indicators.
