Summary

Under the general direction of the Operations Supervisor, this position will coordinate the daily operations of the Temporary Hydrant Meter and Hydrant Permit Programs along with any cross-connection control requirements. Point of contact and coordinator for program administration, billing information and provided terms and conditions for regulatory compliance. Set and remove hydrant meters and backflow devices based on application requests. Conducts tests and rebuilds backflow prevention assemblies as required.  Conduct audit inspections for metering equipment in the field to ensure equipment is in working condition. Receives applications, processes the request by account setup and billing, inspects and approves mount assembly vehicles for the Permit Program based on compliance requirements. Conduct audit inspections of permitted vehicles and assemblies for billing and consumption accuracy and verification. Performs delinquency action for accounts in non-payment status. Respond to hydrant metering equipment maintenance needs, damages, and field emergencies as directed. Assists and works directly with customers, contractors, developers, public agencies, and general public for all related program requests, inquiries, and instruction. Provide customers with recommended hydrant locations sets as needed. Monitors monthly usage, performs non-payments activities, report violations, assists with unauthorized hydrant investigations, reports theft of equipment, maintains hydrant meter and backflow inventory, orders supplies and replacement parts.

Work Schedule: Monday - Friday 8:00AM - 5:00PM

Major Duties and Responsibilities

Administers and coordinates all aspects and function of the Hydrant Meter and Hydrant Permit Programs. 
Performs on-site visual inspections of all hydrant metering and backflow prevention equipment on a routine schedule to ensure compliance to the Hydrant Meter and Hydrant Permit Program. 
Inspects all equipment for damages for final billing of service and report any charges to account services.
Test, troubleshoot, repair, and rebuild backflow prevention equipment and assemblies before deployed. 
Test and troubleshoot mounted meter equipment to ensure meters are in working condition and air gaps are installed and functions properly. 
Run performance reports for Non-payment, Zero Usage, Program Revenue and Service Orders Completed and report them on a weekly and monthly basis.
Report and create work orders for damaged, leaking or out of service hydrants to dispatch and relocate meter equipment as needed. 
Responsible for monitoring all accounts to ensure bills are sent and payments are received within the scheduled billing cycle, performs all the actions and communications for accounts in delinquency status to include removing permit stickers from customer mounted assemblies for final billing.
Send correspondences for meter reading request to customers, uploads all meter readings into billing system as necessary and follow up with customers who are not submitting their monthly readings.
Schedule and maintain customer appointments for inspections and renewals.
Runs and work all program business performance reports for Non-payment, Program Revenue Collections and Total Active Permits associated with both programs. 
Maintains inventory of all equipment, parts and supplies associated with the programs.
Performs field auditing and assists with reporting meter accuracy and equipment data.
Leads and performs all activities for investigating violations of the Hydrant Programs.
Assists with the training and developing of Charlotte Water employees in all areas of both hydrant programs.
Works with Account Services for program information, updates, training, and support.
Works closely with the Public Affairs office and coordinates equipment and temporary taps sets for public events to include potable and non-potable water.
Performs other duties and tasks as required while maintaining a flexible work schedule. 

Knowledge, Skills & Abilities

Knowledge in water distribution, water meter applications, backflow devices and prevention, cross-connection control, account management, meter reading and billing processes, and fire hydrant operation.  
Ability to investigate and report findings, produce business reports and professional correspondences, analyze data, evaluate quality control procedures with accountability measures. 
Strong customer service skills such as interpersonal interactions, professional development, problem solving with critical thinking, team collaboration, mentoring, and excellent verbal and written communications. 
Must has valid driver’s license, able to lift up to 60 lbs. and work outdoors in extreme cold and hot weather conditions.

Minimum Qualifications

Requires high school diploma or GED with at least five years of work experience in metering equipment, or Associates Degree with three years’ experience, supporting software, data collectors, data management analytics, and utility billing systems.  

Requires a Backflow Prevention Assembly Tester Certification.

$53,883.00 - $59,869.00 Commensurate with Experience
