Summary

The Program Compliance Manager streamlines communication between Aviation Development and all other Aviation departments.

ADDITIONAL INFORMATION:

This is a hybrid position (three days in office and two days remote) where standard business hours apply Monday through Friday. However, occasionally non-traditional work hours are necessary to accomplish projects, and subject to emergency calls back to work.  

Major Duties and Responsibilities

Responsible for providing Development with centralized program and project controls oversight. Oversees the CIP/Operating process from project inception through final payment and closeout. Ensuring program efficiency and compliance to all Aviation, City and other governing agency requirements. Responsible for managing the Development Program Information Group and providing process guidance and daily work assignments to the eBuilder team. Coordinating and monitoring the budget and financial needs of Development. Ensuring the complete and correct information is available and maintained within MUNIS and e-Builder for the overall program; projects, contracts, purchase orders, invoices, pay applications, solicitations, etc. Manages the Project Information group and Development eBuilder Group.

Knowledge, Skills & Abilities

  • Knowledge of the principles and practices of Local Government Purchasing and Contracting in Construction and Design
  • Knowledge of supervisory principles and practices
  • Knowledge of eBuilder software or ability to obtain to obtain within 90 days of hire
  • Knowledge of construction materials, methods and practices of stages of construction
  • Knowledge of construction and engineering terminology, or ability to learn commonly used terminology within 90 days
  • Organizational Skills and the ability to work on multiple projects in a fast-paced environment
  • Skilled in Microsoft Office software (Word/Excel/Outlook)
  • Ability to effectively prioritize and schedule work
  • Ability to think strategically, analyze issues and make sound recommendations
  • Ability to manage staff and major projects/initiatives
  • Ability to provide first-rate customer service and represent the airport in a positive manner
  • Ability to communicate effectively, orally and in writing, and to establish and maintain effective working relationships
  • Ability to prepare City Council actions
  • Ability to conduct research, prepare accurate records and reports; use word processing and database programs, access information

Preferred Qualification

Bachelor’s degree with major coursework in business administration, operations management, project management, aviation management or related field and a minimum of five years of relevant experience.  Experience must include use of Microsoft Office software and contract procurement and administration.  Experience with eBuilder software is preferred, and/or be sufficient in software and technical requirements within 90 days of hire.  Experience preparing a wide variety of applications, reports, bid contracts and administering contracts for highly regulated government programs is preferred. Three years of management experience preferred.

Minimum Qualifications

High School Graduation or equivalent and seven years relevant work experience

OR

Associate's Degree and five years relevant work experience

OR

Bachelor's level degree and three years relevant work experience

OR

Master's level degree and one year relevant work experience

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
