Summary

The City of Charlotte and Charlotte Area Transit System’s (CATS) People and Organization Development Division is seeking a Senior Talent Acquisition Generalist/Recruiter to serve in a cross-functional position to support and take ownership of CATS Talent Acquisition functions. The primary focus of this position is to provide strategy and full cycle recruitment to attract, hire and retain the best talent while growing a solid pipeline. A successful incumbent will have proven experience providing full cycle recruitment (from end to end) for diverse positions while delivering a seamless experience to its internal and external clients.

 

This position will be responsible for managing a team of Talent Acquisition Specialists and reports to the CATS Talent Acquisition Manager.

Major Duties and Responsibilities

  • Manages and develops talent within the Talent Acquisition Coordinator positions.
  • Serves as CATS Department Drug & Alcohol (DER) Representative handling activities for the departments DOT/FTA “Covered” and safety sensitive employees including, but not limited to, monthly random drug testing, post-accident, reasonable suspicion and return to work/pre-employment testing.
  • Manages the acquiring, tracking and renewal process for licenses and certifications required by the Federal Transit Administration (FTA), Department of Transportation (DOT) for CATS operations employees including, but not limited to, HPE physicals, DOT Certification and CDL cards.
  • Senior level talent acquisition lead responsible for full cycle recruitment for CATS middle management/hard to fill and/or SME level positions.
  • Serves as a backup to assist in recruitment activities as needed across the department.
  • Research and analyzes CATS statistical data such as turnover and other significant employment trends to recommend turnover reduction steps, and recruitment strategies to increase applicant pool for high vacancy and/or hard to fill positions.
  • Lead for the development of CATS job descriptions, requisitions, and advertisements. 
  • Provides strategic guidance and support to deliver talent needs in partnership with hiring leaders to understand business priorities, conduct consultative intake meetings, provide weekly status reports, assess risk/challenges and drive solution-oriented results.
  • Serves as consultant for hiring managers in the selection and creation of pre-entrance assessments and recruitment strategy selections.
  • Ensures the interview and hiring process is properly completed, including conditional offers of employment, pre-placement testing and security screening, and verification of employment, education, licenses, and certifications.
  • Conducts compensation analyses to ensure internal equity and produce salary recommendations for offer extensions.
  • Produces weekly budget data and vacancy reports for CATS Talent Acquisition.
  • As a part of your responsibility to support the CATS Safety Culture, report safety concerns and issues through the various methods established by CATS as outlined in the ASP.
  • Performs other related duties as required.

Knowledge, Skills & Abilities

  • Considerable knowledge of full-cycle (end to end) recruitment, talent acquisition, general hiring practices and procedures, and recruitment best practices, policies, and procedures.
  • Considerable knowledge of the principles and practices of organization and management including principles of supervisor, and performance evaluation.
  • Excellent verbal and written communication skills.
  • Ability to adhere to procedures and maintain strict confidentiality.
  • Ability to exercise judgment and discretion in establishing, applying, and interpreting departmental policies and procedures.
  • Ability to identify and analyze problems and identify possible solutions in support of established goals.  Ability to analyze complex problems and prepare recommendations and working procedures.
  • Ability to develop and maintain effective working relationships with co-workers, other City departments and the public, representing CATS in a positive manner.
  • Ability to express ideas effectively, both orally and in writing. Ability to prepare and present clear and concise reports, correspondence, and other written materials.
  • Ability to analyze statistical and historical data in an effort to apply and use results for process changes, writing reports, and creating presentations.
  • Ability to identify and effectively respond to issues, concerns, and needs.  Ability to actively pursue and develop new ideas, methods, and procedures to meet changing situations.
  • Ability to plan, schedule, prioritize, and organize the work for optimal effectiveness and efficiency of production while meeting established standards and deadlines.
  • Ability to prepare correspondence, reports, and analyze data with recommendations.
  • Ability to work independently with limited supervision.

Preferred Qualification

  • Experience with recruitment processes and Applicant Tracking Systems.
  • Experience with PeopleSoft or Workday HRIS systems.
  • Experience in government, public sector, or transportation.

Minimum Qualifications

Requires a high school diploma or equivalent with seven years of experience or two-year college degree with five years’ experience or bachelor’s degree and three years of experience in Human Resources, Recruiting, or Business/Public Administration; or master’s degree with one year of experience.

Must have strong oral, written communication, interpersonal, and team skills combined with effective communication strategies. Must have a strong understanding of principles and practices of full-cycle recruiting. Must be proficient in Microsoft Office, Excel, PowerPoint, and Outlook

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
