Introduction

The goal of the City of Charlotte’s General Services Department is to guide agencies through innovative and efficient deployment of resources to meet their missions and fulfill the needs of the City in a rapidly evolving and complex environment. The Department will design and deliver expanded, shared services across departments and for the City of Charlotte to improve performance and save taxpayer money. General Services consists of capital project management, fleet services, procurement, environmental services, property management, and other support services. 

City Procurement, a division of the General Services Department, is responsible for centralized governance and oversight of the City of Charlotte's procurement and contracting activities. The division is comprised of four procurement teams, each responsible for a specific area of focus as an internal support organization to all City departments in the acquisition of Construction / AES/ Facilities, Commodities, Services & Technology, and Transit Procurement Management.  In addition, City Procurement manages the Asset Recovery and Disposal (ARD) program, Corporate Procurement-Card program, Corporate Compliance Program, Vendor Administration, the Charlotte Cooperative Purchasing Alliance (CCPA) program, and the Strategic Optimization Program (SOP).

Summary

City Procurement is seeking a Procurement Officer Senior to join the team in support of the Strategic Optimization Program (SOP) as the Policy & Standards Manager. The SOP is designed to proactively identify and manage procurement services through best practices and benchmarking in support of continuous improvement to create a higher performing, strategic partner in procurement. The SOP structure is comprised of the Policy & Standards Team and the Performance & Compliance Team and is under the direction of the Strategic Optimization Program Manager.

The Policy & Standards Manager is responsible for managing and administering legal reviews, contract development and negotiations, developing performance and risk mitigation strategies, and supporting protests and public records requirements associated with competitive bidding activities in compliance with City of Charlotte policy, and local and state guidelines. This position collaborates with the SOP Manager on strategic and tactical continuous improvement efforts specific to policies, standards, internal controls, templates, and forms design and implementation. This position oversees the development, communication, and delivery of training on processes and procedures to ensure the highest level of organizational optimization in the performance of procurement activities across the city’s procurement environment. This position will work collaboratively with the Compliance & Performance Manager within SOP to ensure collaborative development and implementation of the SOP Strategic Plan.

Major Duties and Responsibilities

  • Researches, designs, implements, and updates procurement policies and standards; 
  • Leads efforts to assess, develop, and update associated procedures and related business processes, templates, forms, guidelines, and training curriculums to ensure effective implementation and change management, and adoption of leading practices;
  • Administers comprehensive procurement risk assessments and remediation of policy and standards, inclusive of the development and recommendation of disciplinary actions for non-compliance;
  • Works closely with city, state, and federal agencies to ensure necessary due diligence in the adoption and application of legal policies and best practices standards to mitigate risks for the city;
  • Researches, designs, and implements strategic procurement methodologies that are consistent with policies and standards, as well as systems and applications, and citywide objectives and initiatives;
  • Develops and implements strategies to optimize processes, standards, technical procedures, workflows, procedural guides, forms, templates, and other critical work required for continuous improvement aimed at improving cycle times, reducing administrative burden, “unkinking pipes”, reducing inefficiencies, gap analysis and reduction, and effective use of skills and competencies;
  • Develops internal management and staff policies, standards, responsibilities, and expectations that reflect integrity and necessary due diligence in growth and development for core procurement competencies and professional skills consistent with procedural excellence and best practices;
  • Provides training, consultation, and change management in support of process efficiencies and continuous improvement;
  • Administers comprehensive procurement risk assessments and remediation of procedures and processes that fail to support effectiveness and efficiency, with recommendations for disciplinary actions for non-compliance;
  • Provides oversight, support, and consultations to managers and staff performing all procurement efforts utilizing statutory guidelines, policies, procedures, and best business practices; 
  • Understands and consults citywide on competitive bidding laws and best practices to ensure legal compliance with all procurement activities, and acts in a liaison capacity with the attorney’s office on legal and statutory matters, updates to contract and solicitation templates, and other legal and regulatory best practices; 
  • Acts independently and cross-collaborates with the Compliance & Performance Manager; and
  • Performs related duties as required in support of general, specific, and unique procurement activities.

Knowledge, Skills & Abilities

  • Thorough, specialized legal expertise, and a knowledge and skilled professional capable of handling all aspects of municipal procurement. 
  • Specialized knowledge in policy development and drafting with experience in defining and implementing standards and compliance based on best practices.
  • Excellent oral and written communication and presentation skills.
  • Must be a leader, innovator, initiator, committed, passionate, and focused, with high integrity and ethics.
  • Must be capable of providing a high-level of legal, administrative, and professional work and requires a level of confidentiality of both written and verbal information.
  • Ability to implement effective change management strategies that increases performance and decreases process variations that negatively impact operational support within the procurement process;
  • Requires in-depth knowledge of local, state, and federal procurement laws, contracting methodologies, and best practices;
  • Requires experience in process and procedure assessment and development; 
  • Preferred candidate will be a highly motivated, seasoned professional able to function with minimal supervision and across multiple procurement disciplines in partnership with all levels of the organization; and
  • Requires critical thinking and problem-solving skills; as well as the ability to effectively communicate and manage change across all levels of government.

Preferred Qualification

  • Minimum of five (5) years of legal counsel or comparable experience with an emphasis on procurement and contract development.
  • Experience with a governmental entity highly desired. Local government experience preferred.
  • Public purchasing, contracting, and other relevant certifications a plus (e.g. North Carolina School of Government, National Institute of Governmental Purchasing, Carolinas Association of Governmental Purchasing, or other similar purchasing organizations and institutions).

Minimum Qualifications

  • Requires a J.D. degree from an accredited college or university, or a Bachelor’s degree and equivalent work experience.  Knowledge and experience in procurement and contracting highly desirable.

Salary

  • $78,814 - $98,518 Commensurate with experience 

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
