Summary
This is a professional position working to ensure environmental compliance through Stormwater management programs and policies at Charlotte Douglas International Airport (CLT). Work involves coordination and oversight of environmental planning, compliance, and remediation programs in connection with the design, construction, operations and maintenance of Airport facilities. The Stormwater Specialist will engage in projects and permit-compliance programs not only for storm water management, but also spill prevention, spill response, water quality, erosion control, and waste management. Work involves interaction with the CLT Airport Planning, Engineering, Design, Construction, and Maintenance staff members. The Stormwater Specialist reports to the Airport’s Environmental Compliance Supervisor and provides support for environmental and development staff where needed. The optimum level of performance for this position is determined through the Airport’s achieved level of compliance with policy, laws, state, federal, and local ordinances. Work requires frequent contact with both internal and external customers, airport tenants, regulatory and government personnel, and requires good and independent judgment within established rules and procedures.
General Information:

- A valid drivers license is needed with no more than 6 points; the successful candidate will need to be able t o obtain and maintain a City of Charlotte Driving permit.
- The Schedule is subject to change, and may include irregular hours, including emergency spill response calls back to work after hours and/or on weekends.
Major Duties and Responsibilities
- Oversight of the Airport’s NPDES permit and Stormwater Pollution Prevention Program. The Stormwater Specialist will ensure that the Airport complies with the state agency-issued NPDES permit. Responsibilities include coordination, field response, and other actions necessary to implement and maintain compliance with the permit. The Stormwater Specialist will coordinate with internal and external parties as necessary to respond to deficiencies, resolve conflicts, and promote a good standing with regulatory agencies. This requires review of reports or complaints, documents, and laboratory data as well as knowledge of historical information, and case studies to seek mitigation strategies where necessary. The Stormwater Specialist will assist to conduct, or solely conduct education and training to Airport tenants and co-permittees.
- Oversight of the Airport’s SPCC Plan. The Stormwater Specialist may manage and maintain the Airport’s Spill Prevention Countermeasure and Control Plan by continued implementation of the protocols therein, and will seek to ensure the Airport complies with the provisions stated within the Federal SPCC regulation 40 CRF 112. The Stormwater Specialist will work closely with internal co-workers and Airport tenants to ensure compliance with all current and forthcoming regulations pertaining to management of spills, reporting, cleanup, etc. The Stormwater Specialist will be directly responsible for conducting associated field inspections and Airport tenant audits, and will work with contractors and service providers, regarding their operational procedures, when or if such procedures fail to accomplish the minimal compliance standards.
- Wetlands and Surface Water Quality. The Stormwater Specialist works with Airport Development, construction contractors, tenants, and NCDEQ to inspect natural and artificially created water and environmentally sensitive areas for the purpose of protection and preservation as well as permit compliance. This specifically includes frequent and routine inspections related to sedimentation and erosion control BMPs and actions taking place at Airport earth-moving construction sites. The Stormwater Specialist provides a supporting role to recognize federally-designated jurisdictional water quality features (or similar sensitive areas) and provides for mitigation, development alternatives, and permitting strategies where appropriate. The Stormwater Specialist will specifically work to ensure compliance with US EPA and US Army Corps of Engineers “404” permitting requirements and the associated NC DEQ 401 water quality certification. The Stormwater Specialist will investigate and assist the environmental team to respond to complaints of noncompliance related to Airport construction and tenant-driven activities or operations. The Objective of this requirement is to consider the extent of any adverse environmental actions against the need for Airport expansion, and the Airport’s long-term master plan mission.
- Stormwater Master Plan implementation: The Stormwater Specialist will work to support the initiatives of the Airport’s most recent approved Stormwater Master Plan by recognizing and implementing the necessary components thereof. It is expected that the Stormwater Specialist will do this by engaging in Airport development projects and supporting the project development team by educating them regarding the regulatory mandates related to water quality and detention.
Knowledge, Skills & Abilities
- Basic practices, methods and techniques pertaining to environmental engineering, consulting, and planning; Knowledge of typical environmental regulatory challenges, some environmental law, state and local obligatory regulations, and basic permitting requirements and compliance expectations for large diverse industrial facilities
- Ability to perform basic mathematical computations, to make estimates and compile data and statistics
- Ability to use personal computers for word processing, communicating, writing, and data base management
- Ability to reason, communicate, understand, and work through the logistics of regulatory challenges
- Ability to understand and follow directions and perform the objectives independently of others
- Ability to read, understand, and reach conclusions about laboratory or testing analytical data
- Ability to prepare and present clear and concise non-biased factual reports for a variety of audiences
- Ability to moderate and communicate effectively, orally and in writing
- Ability to work in outdoor and/or adverse weather conditions
- Ability to deal tactfully and courteously with the public, airport tenants, and regulatory officials, thereby representing the airport in a positive manner
- Ability to supervise and inspect work of contractors on construction or remedial projects in the field or office, and compare the work with approved plans and specifications
Preferred Qualification
This position requires a Bachelor’s degree in civil engineering, earth sciences, geology, hydrogeology or related technical field. Ideally, the candidates background would include institutional course work in environmental subjects and regulatory or industry related environmental discipline with a minimum of three years of experience, or an equivalent
combination of education and relevant work/industry/military/job specific experience that provides the necessary knowledge, skills, and abilities to successfully perform the essential job duties. Experience in civil or environmental engineering, environmental consulting, environmental planning, consulting, or remedial services is preferred.
