Summary
This position will support Human Resources functions on the HR Team for Charlotte Water. Position will involve extensive contact with Charlotte Water employees, other City departments and the public. Work requires considerable independence, initiative, and judgement; and the ability to work with diverse groups.
Major Duties and Responsibilities
• Provide administrative support for Charlotte Water HR Team and Administration Divisions to include onboarding and offboarding.
• Assists in the implementation of new policies and procedures for departmental operations.
• Assist with interviews and the panel interview process.
• Processes and reviews department transactions in PeopleSoft (New hires, transfers, terminations, etc.); audits and signs off on transactions processed; follow up with divisions to make corrections.
• Process weekly payroll function for assigned areas; Process prior period adjustments and resolve payroll issues.
• Administers City benefit programs for staff; to include enrollment and answering related questions.
• Submits certification lump sum requests.
• Performs other related job duties as assigned.
• Responsible for background checks, drug testing, physicals, CityView Orientation, CDL verification.
Knowledge, Skills & Abilities
• Ability to communicate effectively with diverse audiences using strong interpersonal skills in communication, leadership, decision-making and innovation.
• Maintains confidentiality.
• Ability to work in a fast-paced, high volume work environment.
• Considerable knowledge and understanding of the City of Charlotte and/or Charlotte Water policies, regulations, procedures.
• Knowledge of City HR processes.
• Ability to exhibit and model good customer service skills.
• Ability to always work professionally to display and adhere to the City Code of Ethics, Guiding Principles, and other established measures.
• Knowledge of Human Resource Management and skilled in dealing with sensitive situations in a positive manner.
• Proficiency in Microsoft Office Suite, particularly Outlook, Excel, and Word. Familiar with HR computer programs such as HR Information Systems (PeopleSoft, Kronos), Applicant Tracking System (JobAps), Employee Training (MySuccess), OnBase and Workday.
• Excellent written and verbal communication skills.
• Knowledge of state and federal FMLA regulations, ADA, Worker’s Compensation and other applicable laws.
• Knowledge with the City’s Drug and Alcohol program.
• Ability to carry out assignments based upon brief and general instructions.
• Ability to establish documented procedures to streamline processes.
• Good organizational skills and attention to detail.
Preferred Qualification
• Bachelor’s degree with one (1) year of relevant experience, preferably in the public sector.
• Experience in PeopleSoft and Workday
Minimum Qualifications
• Associate’s degree
• Three (3) years of relevant work experience in the Human Resources field
or
• An equivalent combination of education and relevant experience that provides the necessary knowledge, skills and abilities to successfully perform the essential job duties.
Conditions of Employment
The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
