Summary

The City of Charlotte’s Innovation & Technology Department is hiring for the position of Business Intelligence Analyst

This position is primarily responsible for leveraging/coordinating the use of shared data, reporting and business intelligence services to advance the City’s use of data and analytics, including: 

  • Collaborate with customers and coordinate with data/reporting professionals to deliver business intelligence solutions that solve complex citywide problems
  • Work across teams to design/manage the creation of analytics projects using Business Intelligence Applications such as: Tableau, PowerBI, SSRS, GIS, or SharePoint
  • Recommend and implement business process solutions and deliver complex data and analytics solutions
  • Coordinate the extraction, cleaning, and manipulation of data related to project delivery
  • Assist in the building, testing, and deployment of innovative data solutions
  • Work across Innovation and Data Teams to coordinate projects by organizing the division of labor, contributing to the work, and delivering projects
  • Provide technical assistance/documentation to a broad range of users at all skill levels
This position reports to the Data Program Manager in Innovation & Technology and is an integral part of citywide Innovation & Data initiatives.

Major Duties and Responsibilities

  • Work collaboratively with customers and teammates to provide accessible data and business intelligence solutions that support decision-making, problem-solving, and resident engagement.
  • Partner with departments to design/improve business processes related to solving complex business problems.
  • Carryout the City's Data Governance Policy ensuring all data, reports, and applications are documented.
  • Coordinate projects by organizing/prioritizing work, gathering requirements, and contributing to the completion of the work.
  • Design and deliver end-user training and provide regular technical assistance to customers.
  • Provide excellent customer service and enthusiasm while partnering with departments to share, access, and publish data/reports that impact the entire organization.
  • Engage in various citywide data and technology teams to troubleshoot issues, deliver projects, and promote the innovative use of data across the city.

Knowledge, Skills & Abilities

  • Broad knowledge of data/spatial data analysis related to creating business solutions.
  • Demonstrated ability to coordinate projects and the division of labor while working projects that reach across multiple teams and divisions. 
  • Ability to understand complex business needs, create technical/business requirements, to customize solutions to meet customer needs 
  • Technical skills and knowledge of best practices to develop data visualizations with tools such as: SQL Server Reporting Services, GIS Applications, Tableau, and/or PowerBI.  
  • Ability to effectively train others, complete documentation, and present on projects and solutions as needed.
  • Proficiency in SQL is a plus.
  • Fundamental understanding of automation/scripting processes is a plus. 
  • Knowledge of Python, SSIS, Dell Boomi, and other ETL technologies is a plus

Minimum Qualifications

  • High School Graduate or Equivalent with seven (7) years of relevant work experience or; 
  • Associate’s Degree with five (5) years of relevant work experience or; 
  • Bachelor's degree with three (3) years of relevant work experience. 

  • or an equivalent of education and relevant work experience that provides the necessary knowledge, skills, and abilities to successfully perform the responsibilities of the position.

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
