Training and Workforce Development
Summary
This position is primarily responsible for developing and implementing programs, plans for workplace readiness training, and job placement of adult participants. The workforce development & training specialist will coordinate the employment skills curriculum designed to increase employability. Work involves coordinating workforce development activities for a multi-skilled workforce, training and developing employees in introductory, intermediate, and advanced skill sets across all utility occupations; facilitating scheduled training sessions; conducting performance analysis of individual training profiles, skills, and assessments courses.
This position will assist in developing and coordinating Charlotte Water's Apprenticeship and Career Training Academy Internship and Co-op Programs, which are designed to increase employability, boost motivation, and improve fundamental skills. Part of the work includes scheduling, attending, and leading monthly and bi-monthly meetings with apprentices, interns, mentors, managers, and supervisors; visiting worksites for observations; processing and auditing paperwork about apprentice and intern training plans and overall programming within the department. Works with community partners to seek participants for workforce development programs.
Major Duties and Responsibilities
• Provides training and development services by implementing strategic training initiatives, curriculum design, training delivery, and group facilitation.
• Provides interpersonal expertise as it relates to training in various utility occupations.
• Assesses training and programming effectiveness to ensure participants' performance is aligned with the skills they are taught.
• Creates, develops, and oversees the Apprenticeship and Career Training Academy and Co-op and Internship Programs.
• Coordinates and monitors the completion of training assignments for the Career Training Academy, Co-op, and Apprenticeships.
• Collaborates with Charlotte Water's Human Resources team throughout the hiring process, including job matching.
• Conducts Apprenticeship and Career Training Academy program evaluations throughout development and operations phases.
• Processes and audits paperwork on the employee, apprentice, and intern training plans.
• Fosters professional relationships within industry at local, state, and national level, with particular focus on local partnerships.
• Provides career pathing services, including coordinating cross-training opportunities such as job shadowing for employees.
• Coordinates meetings, calendars, and events around programming and communicates program details with community organizations and prospective candidates.
• Supports One Water People Strategy initiatives as needed.
• Performs other related job duties as assigned.

• Knowledge of Learning Management Systems (e.g., SAP SuccessFactors, LinkedIn Learning).
• Skill in communicating, both verbally and in writing and with technology.

• Skill in delivering speeches and facilitating training programs.
• Ability to utilize Microsoft Office products (e.g., Word, Excel, PowerPoint).
• Ability to plan and organize short-term and long-term training in simulated and live environments.
• Ability to effectively conduct training in classroom and work environments.
• Ability to work effectively with people with different professional backgrounds.
• Ability to network with internal and external stakeholders.
• Ability to communicate effectively with all levels within the organization.
• Ability to obtain a City driving permit.
Preferred Qualification
• Bachelor's degree from an accredited school.
• Five (5) years of related work experience
• Experience assisting individuals in the workplace with career development.
• Knowledge and application of coaching strategies.
• Ability to assess program gaps and opportunities for continued program growth.
• Possess Working Smart Train-the-Trainer certification.
Minimum Qualifications
High School Graduate or Equivalent and seven (7) years related work experience
OR
Associate's Degree from accredited school and five (5) years related work experience
OR
Bachelor's Degree from accredited school and three (3) years related work experience
Conditions of Employment
The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.
