Introduction

The City of Charlotte is seeking an Economic Development Deputy Director who is a seasoned professional, passionate about delivering quality customer service, and committed to the highest level of ethical behavior.  Joining this dynamic team requires a progressive thinker who can work with a team of critical thinkers who are consistently motivated to learn in order to better serve our residents.
The Economic Development Deputy Director is driven to strengthen Charlotte’s economy and enhance its global competitiveness by promoting economic growth through business retention and expansion, new business recruitment, facilitation and negotiation of real estate development agreements, small businesses stabilization and enhancement, analysis of fiscal and economic impacts, and development and use of various economic development incentive tools. 

The Department of Economic Development fosters strong working relationships with residents, elected officials, and internal and external key stakeholders and City of Charlotte departments to develop and implement programs and strategies that revitalize, develop, and create economic opportunities within our neighborhoods.  The Economic Development Deputy Director serves in a high-profile position and must be capable of cultivating and enhancing partnerships with community leaders representing corporate, development, public, non-profit, and institutional entities. Additional duties will assist in compiling the department’s budget, employ business and operations strategies, and assess performance and growth of staff to ensure fullest potential.

Summary

Reporting directly to the Director of the City’s Economic Development Department, the Economic Development Deputy Director provides high-level managerial, administrative, and financial direction.  Bringing demonstrated experience to the continuous effort toward innovative approaches, team collaboration and operational improvement, the Economic Development Deputy Director is focused on the execution of strategic economic development programs, including:

Major Duties and Responsibilities

  • Supports and models the City of Charlotte’s core values of accountability, creativity, trustworthiness, inclusiveness, and collaboration
  • Along with the Director, oversees fiscal, operational, administrative, and human resources management of the City’s economic development, commercial redevelopment, and small business programs
  • Design and implement business operations, strategies, plans, and procedures
  • Establish and oversee team culture, vision, and work with internal and external departments, stakeholders, and prospective clients 
  • Provides oversight and direction to the Assistant Directors and day-to-day professional guidance, leadership, and management to the staff
  • Demonstrates leadership by advocating for innovation and strategic change, and promoting the development of a diverse and engaged workforce
  • Adheres to a strategic plan with established performance goals
  • Maintains “best practice” comparisons and stays abreast of technological advancements and trends in municipal economic development
  • Garners the respect of community members
  • Works closely with a diverse range of individuals to understand and integrate, potentially competing, interests to reach a mutually beneficial outcome 
  • Has a strong understanding of the region’s economic development environment including key industry sectors, organizations, and trends
  • Effectively communicates on policy and economic matters with Charlotte’s diverse range of communities and leaders
  • Present information in many forms for a variety of audiences with varying levels of baseline knowledge
  • Work simultaneously on projects with a variety of deadlines and time constraints
  • Proposes, analyzes, recommends and acts upon federal, state and local regulations and ordinances which will affect or enhance economic development projects
  • Quickly understand and communicate effectively regarding a broad range of complex city policy issues by identifying internal and external stakeholders, developing collaborative strategies, and timely managing deliverables 
  • Evaluate and understand economic and policy trends related to workforce development, economic expansion, and other critical matters
  • Exercise discretion and tact when dealing with sensitive, complex and confidential issues and situations
  • Creates and inspires a sense of mission and service
  • Values initiative and innovation and seeks continuous improvement 

Preferred Qualification

  • Minimum of 7 years successful senior leadership roles in municipal economic development or real estate development setting 
  • Executive level experience in communications, strategic planning, risk management, administration, and intergovernmental relations  
  • Clear understanding of controlling company costs and implementing tactical initiates to oversee staff development
  • Ability to make business plans and projections to achieve within near and far future
  • Solid knowledge of economic practices and principles 
  • Working knowledge of business start-ups, entrepreneurship, and venture capital
  • Experience with implementation and management of budgets and financial analysis 
  • Clear track record of establishing and maintaining strong working relationships among staff, elected officials, the general public, and the business community
  • Proven ability to think critically and strategically, with independent judgment and initiative

Minimum Qualifications

Bachelor's Level Degree degree in economics, public administration, urban planning, communications, design, management, or business administration and seven year(s) of related work experience

 

OR

 

Master's Level Degree and five year(s) of related work experience

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

 

Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

 

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
