Introduction

The City of Charlotte Finance Department is seeking an Accountant to work in the Financial Reporting Division.  This position serves as a member of the Financial Reporting team which consists of a Chief Accountant, Assistant Chief Accountant, Accountants, a Budget & Finance Analyst, and an Accounting Technician.

This position will perform daily accounting related operation related to processing checks and balancing the general ledger system in accordance with generally accepted accounting principles (GAAP) for governmental organizations. The selected candidate will work with the Chief and Assistant Chief Accountant, department heads, city staff, and other financial professionals inside the organization. This position reports to a Financial Reporting Accountant III.

Major Duties and Responsibilities

  • Ensure the integrity of the city’s financial statements. 
  • Monitor financial transactions and ensure appropriate application of generally accepted accounting principles.
  • Audit accounts payable invoices prior to payment
  • Process and distribute account payable and payroll checks.
  • Post cash disbursement journals to general ledger system
  • Verify journals are created from various interfaces and attach appropriate documentation.
  • Balance the general ledger system 
  • Follow-up with customers on un-cashed checks
  • Follow-up with appropriate staff on out-of-balance issues
  • Train new hires on control processes
  • Process stop payments and voids for accounts payable checks.
  • Provide training in support of financial related processes. 
  • Prepare monthly investment reconciliation.
  • Ensure compliance with required financial reports. 
  • Perform, with professionalism other related duties as assigned.

Knowledge, Skills & Abilities

  • Experience in providing great customer service.
  • Knowledge of ERP Systems (Munis, Microsoft Office products, Peoplesoft).
  • Ability to prioritize, organize, and coordinate on multiple projects in a fast-paced environment with tight deadlines.
  • Ability to analyze ERP systems to identify internal controls and problems as well as offer potential solutions.
  • Ability to execute routine job duties with minimal supervision and navigate assignment challenges with critical thinking.  
  • Ability to research, obtain, and provide information with accuracy and clarity.
  • Proficient with personal computers including spreadsheet and database applications.
  • Ability to establish and maintain effective working relationships.
  • Strong written and oral communication skills

Preferred Qualification

  • Associate degree in accounting or related field
  • Two (2) years of relevant work experience; or an equivalent combination of education and relevant experience that provides the necessary knowledge, skills, and abilities to successfully perform the essential job duties. 
  • Experience with supervising staff

Minimum Qualifications

Associate’s Degree and three years relevant experience.

Or

Bachelor’s Degree and one year relevant experience, or an equivalent combination of education and relevant experience that provides the necessary knowledge, skills, and abilities to successfully perform the essential job duties.

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
