Summary
This is an advanced-level position in transportation engineering project management that reports to the Design Section Manager. This position is responsible for managing the planning, design, and implementation of high-profile, complex Capital Improvement Program (CIP) Transportation projects, representing the Charlotte Department of Transportation on interdepartmental teams for other CIP projects, collaborating with the NCDOT on City and State projects, applying and sharing technical design expertise, and both managing and mentoring other engineering staff within the Design Section. This position will serve as the primary Design Section representative responsible for providing program-level administrative support to a variety of CIP efforts. The position requires excellent communication, customer service, and leadership skills.
Major Duties and Responsibilities
- Works closely with General Services project managers to oversee budget, schedule, and design of high profile, complex projects sponsored by CDOT.
- Reviews plans and prepares comments to ensure all projects are consistent with City adopted policies and guidelines.
- Provides advanced technical engineering expertise, including innovate new design concepts and standards that address the needs of vehicles, pedestrians, bicycles, and transit users and conduct analyses to support project planning and design.
- Manages and mentors other engineering staff within the Design Section.
- Leads project managers in the Design Section with various project tasks, including plan review and comments, presentations, data collection, managing design databases, and documentation.
Knowledge, Skills & Abilities
- Ability to manage the details of projects that are complex both in funding and engineering.
- Knowledge of the principles and practices of civil and transportation engineering and design, traffic flow and congestion, and safety analysis methods.
- Ability to adapt both local and state analysis and design criteria to a variety of geometric and traffic control improvement plans, including applying the Charlotte Streets Map and following the guiding principles of the Charlotte Strategic Mobility Plan, the Unified Development Ordinance, and other relevant City policies.
- Ability to negotiate, build consensus and establish and maintain strong working relationships with a variety of groups to include City staff, consultants, outside agencies such as the NCDOT, and the public.
- Experience or ability to mentor the work of others.
- Ability to facilitate meetings and provide leadership for staff, committees, and citizen groups.
- Ability to provide engineering expertise and assist many internal and external customers as well as demonstrate strong organizational skills to effectively manage multiple assignments.
Preferred Qualification
- Registration as a Professional Engineer (PE) in North Carolina, or ability to obtain within 1 year.
- Experience supervising and/or mentoring junior-level staff.
- Proficient in transportation engineering-related computer software, such as AutoCAD, Synchro, ArcGIS, or other relevant software applications.
Minimum Qualifications
Bachelor's Level Degree - Engineering and five years relevant experience in transportation engineering, geometric design, traffic analysis, or site design.
Conditions of Employment
