Function

This position oversees the surveying section for Charlotte Water.  

Summary

Work involves overseeing the  work of field survey crews conducting engineering route surveys, construction surveys, easement plat preparation, surveys for record drawing preparation, and other related field work; reviewing  and sealing easement plat and writing descriptions when needed;  monitoring supply levels; ensuring equipment and vehicles are in working order; and coordinating survey work with other City departments, public utilities, governmental agencies, private consultants, and contractors. This position maintains records and files of surveying laws, practices, and established control points.

Major Duties and Responsibilities

Reviews and monitors project goals.
Receives project folders and reviews for needed information.
Conducts research for easements, platting, and other project needs.
Assigns crews to projects.
Reviews and seals easement plat and write descriptions if needed.
Allocates personnel and other resources as needed for each project.
Makes sure equipment and vehicles are in running order.
Monitors performance; completes timesheets.
Prepares and checks cut sheets.
Receives project folders and reviews for needed information. 
Reviews and ensures survey projects are completed; monitors time and quality.
Reviews as-built information; assigns and stamps as-builts.
Ensures staff attends training.
Supervises and coordinates work activities of assigned staff; assigns work, monitors status of work, and inspects completed work; participates and provides input in staffing decisions relative to hiring, firing, discipline, and promotional opportunities; evaluates performance; mentors staff; and aids with career development.
Responds to customer and citizen inquiries/complaints with regards to surveying activities.
Performs other related job duties as assigned.

Knowledge, Skills & Abilities

Knowledge of customer service techniques.
Knowledge of surveying activities.
Skill in communicating, both verbally and in writing.
Ability to resolve conflicts. 
Ability to plan, prioritize, and complete many concurrent assignments. 

Minimum Qualifications

High school diploma or GED from an accredited school.
Seven (7) years of related surveying experience with emphasis on water distribution/sewer collection systems
OR
Associate degree from an accredited school 
Five (5) years of years of related surveying experience with emphasis on water distribution/sewer collection systems
OR
Bachelor’s  Degree from an accredited school 
Three (3) years of years of related surveying experience with emphasis on water distribution/sewer collection systems


One (1) year of supervisory experience.

Licenses, Certifications or Registrations: 
Requires a valid driver’s license with an acceptable driving record.
Requires a North Carolina Professional Land Surveyor license.

Conditions of Employment

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
