Summary
The CATS Technology Business Systems Supervisor is a
leader who will aid in digital transformation of in-vehicle and customer facing
Technology Systems for the Charlotte Area Transit System. This position will be responsible for
managing a diverse team comprised of application and technical positions involved
in implementation, support, maintenance, and administration of digital systems
such as vehicle location systems, radio systems, transit asset scheduling,
mobile applications, public information systems, digital signage, and IoT
technology. This position will be
responsible for meeting defined strategic initiatives and managing day-to-day
activities of the team. The position
will report to a CATS Application Support Manager within the Innovation and
Technology (I&T) Department in direct support of CATS.
This
position interacts with staff, vendors, consultants, contractors, and users
throughout the I&T and CATS departments.
Major Duties and Responsibilities
Technical – Is a Subject Matter Expert and primary
contact for system users for functional and technical support of applications
and technology systems; Promotes new digital solutions and provides
advice/guidance to department stakeholders on modernization efforts; Keeps
abreast of the latest technology trends in the industry; Lead modernization
initiatives for Legacy applications, Ensure effective architectural decisions
are taken and related technical documentation is developed and maintained to
ensure on-going support for the solutions provided; Make technically sound
decisions regarding infrastructure and development solution based on in-depth
knowledge of the technology landscape;
Supervise – Direct supervision of team members
including conducting performance reviews, encouraging personal development
initiatives, developing technical skills for future systems, ensuring alignment
to culture and policies and providing recognition and/or disciplinary actions
as appropriate; Ensure the team is fully staffed both for full time employees
as well as contract personnel as needed to complete the required scope of work
in alignment with the available budget and schedules. Build a high-performing and responsible team
focused on goals and needed outcomes, understanding the drivers for the program
and working well with each other as an integrated unit; develop cross-trained
and skilled personnel to both improve support and challenge individuals to
grow.
As part of your responsibility to support the CATS Safety Culture, report safety concerns and issues through the various methods established by CATS as outlined in the ASP (Agency Safety Plan).

Preferred Qualification
- Bachelor’s degree from an accredited college or university in
Information Technology, Computer Science, or a related field
- Five (5) to Seven (7) years of experience in system
implementation
- Any equivalent combination of training, education, and experience that
provides the required skills, knowledge and abilities
- Previous technology supervisory experience
Minimum Qualifications
- Associate
degree with (3) three years of relevant work and supervisory experience
- Three (3) to Five
(5) years of relevant work experience in Information Technology, Computer
Science, or a related field
- Any equivalent
combination of education and relevant experience that provides the necessary
knowledge, skills and abilities to successfully perform the essential job
duties.
- A valid driver’s
license, a good driving record with the ability to obtain and maintain a City
Driving Permit.
Conditions of Employment
