Summary

The Learning and Development Manager is an integral part of the Organizational & Talent Development Division in the Aviation Department at the Charlotte Douglas International Airport (CLT), responsible for leading the design, implementation, and evaluation of programs focused on professional development, employee experience, and inclusive practices across our organization's employee lifecycle. This role serves as an internal advisor, driving engagement and fostering a collaborative culture through innovative initiatives. The Learning and Development Manager also supervises the learning and development team and collaborates closely with division leaders and stakeholders to identify training needs and enhance employee growth.

This position is based at The Charlotte Douglas International Airport and currently works a hybrid schedule. Work hours consist of regular business hours, Monday - Friday, with the ability to be flexible when necessary. 


Major Duties and Responsibilities

  • Lead the development and implementation of a comprehensive learning and development strategy aligned with the organization's strategic objectives.
  • Design and deliver engaging training programs, workshops, and seminars covering various topics, including leadership development, technical skills, soft skills, and compliance.
  • Collaborate with subject matter experts to develop high-quality training materials, resources, and curriculum.
  • Utilize various learning modalities and technologies to enhance the effectiveness and accessibility of training initiatives.
  • Evaluate the success of training programs through metrics, feedback, and assessments, and make adjustments as necessary.
  • Supervise the learning and development team, providing guidance, support, and professional development opportunities.
  • Serve as an internal organization development consultant, providing management consulting and business facilitation services for assigned departments.
  • Provide performance coaching to individuals at all levels and assist with development plans for behavior changes.
  • Facilitate organizational change initiatives and develop collaborative relationships at all levels of the organization.
  • Monitor and evaluate training sessions to ensure content relevance, participant engagement, and desired learning outcomes.
  • Stay current on industry trends, best practices, and innovations in learning and development.
  • Manage the learning and professional development budget effectively, ensuring resources are allocated efficiently to maximize ROI.

Knowledge, Skills & Abilities

  • Proven track record of designing and delivering effective learning programs that drive employee engagement, performance, and retention.
  • Demonstrated experience influencing, collaborating, and communicating with multiple layers of leadership across various functional and business areas.
  • Strong presentation and facilitation skills.
  • Excellent interpersonal, communication, consulting, negotiation, and influencing skills.
  • Ability to work independently, solve problems creatively, and take ownership of projects.
  • Proficiency in Microsoft Office Suite and learning management systems.
  • Certifications in relevant areas such as instructional design, coaching, or organizational development are a plus.

Preferred Qualification

  • Bachelor's degree in adult education, psychology, communications, organization development, or related field. Master’s degree preferred.
  • Minimum of three years of supervisory experience in a team environment; five years or more preferred.
  • Five to seven years of related experience in all stages of Organization Development intervention, with demonstrated success in internal consulting and organization development initiatives.

Associate's Degree and seven years related work experience

Bachelor's Degree and five years related work experience

Master's Degree and three years related work experience

$97,754-$114,045/year

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.
