Summary
Duties include general financial and accounting analysis and preparing interim and annual financial reports for various functions. Performs related financial, budgetary, cost accounting, analytical and reporting tasks with a degree of complexity. Work is performed with moderate independence and is subject to review by analysis of statements, cost data, internal controls, and audits.
Major Duties and Responsibilities
- Execute and track Grant and Municipal Agreements. Including but not limited to obtaining approved RCAs/ Ordinances/Resolutions, obtaining necessary signatures, initiating budget transfers and grant entries in Munis Financial System. Responsible for initiating payments and/or reimbursement requests to Granting agencies, obtaining all final documentation, reconciliation, and grant closeout.
- Responsible for year-end Grant reporting to City Finance.
- Serve as Departments P-Card Program Manager.
- Process Developer Agreements including but not limited to setting up projects in Munis, executing agreements, tracking payments, processing checks and initiating budget transfers in Munis, processing refunds to developers and closing projects.
- Maintaining capital projects in financial system, analyzing project spending based on historical information.
- Run monthly reports and process interdepartmental journal entries for staff charges to other City departments.
- File quarterly reimbursements for Schedule A, B, C & D
- Assist Budget & Finance Manager with annual budget preparation. Reviews periodic status reports and assist with account analysis.
- Enter annual budget request and mid-year budget projections into Clarity budgeting system.
- Responsible for daily processing of Cash Receipts.
- Serve as point of contact for outside vendors. Coordinating lease agreements/payments and respond to vendors with invoice payment questions providing a high level of customer service.
- Responsible for oversight of invoices through the Accounts Payable Discrepancy Queue (APDQ) ensuring invoice discrepancies are resolved so that invoices are paid on time.
- Other duties as assigned.
Knowledge, Skills & Abilities
- Considerable knowledge of principles and practices of governmental accounting and fund accounting systems
- Considerable knowledge of Grant accounting
- Considerable knowledge of City Procurement processes.
- Considerable knowledge of the general methods for evaluating financial performance, variance analysis and program cost accounting analysis.
- Proficient in the use of Microsoft Office Products and ERP Software
- Knowledge of cost management principles and techniques.
- Ability to prepare analysis of funds and generate statements of financial condition.
- Ability to audit department financial and operational systems.
- Ability to audit or develop reports for government agencies and compile and develop budget documentation
- Ability to manage multiple ongoing projects.
- Ability to establish and maintain effective working and highly involved work relationships.
- Ability to communicate effectively.
Preferred Qualification
- Graduation from a four-year college or university with major course work in business administration or accounting, including courses in fundamental accounting, cost accounting and governmental accounting.
- Experience in financial and cost accounting, and financial analysis work;
OR
An Associate’s degree with 3 years’ experience in related fields or a Bachelor’s Degree with 1 year of experience or an equivalent combination of education and relevant experience that provides the necessary knowledge, skills and abilities to successfully perform the essential job duties.

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
