Summary

This position will be responsible for leading and implementing medium to large scale IT projects for the Charlotte Area Transit System (CATS) with a primary focus on the new Enterprise Resource Planning (ERP) System to support Human Resources, Finance, Budget, Procurement, and Project/Grant Accounting.

The Project Manager will provide direction to both internal and external technical and non-technical stakeholders involved in the ERP project.  The CATS IT Project Manager Sr. will assist with the tracking of progress toward project milestones for CATS divisions, identify resourcing needs, and assist with communications between the ERP Project Team and CATS to ensure deliverables are met regarding the schedule.  The position will lead and guide projects utilizing PMBOK and Enterprise Project Management Office (EPMO) best practices and governing framework. The position is accountable and responsible for ensuring that project results contribute positive business value and meets agreed upon scope, cost, schedule, and objectives associated with the ERP implementation and post-implementation.   

Major Duties and Responsibilities

  • Leads, plans, coordinates, tracks, and delivers an IT project of medium to large complexity utilizing established project methodology/framework and processes. Documents project scope, deliverables, and implementation approach.  Primary project focus on ERP and other financial/budget/asset management applications integrations.
  • Leads the project team and manages performance, identifies resourcing needs, and facilitates communications to ensure understanding of objectives and assignments to determine progress and mitigate project risks.  
  • Creates, manages, and maintains a comprehensive and detail project plan and schedule that aligns with budget.  Tracks budget and monitors use of funding allocated to projects.
  • Drives improvement efforts related to each IT project, regulate requirements, minimize cost, and provide better overall solutions for business efficiency.
  • Identifies and governs change and process management considerations critical to the success of the project.  Acts as the primary IT contact to CATS business units during all phases of the project. Documents, reviews, and implements project change requests.
  • Manages all project artifacts/documentation such charter, risk log, and schedule.  Oversees exceptions and unresolved issues and monitors progress by designated issue owners.
  • Oversees the creation and execution of test plans for upgrades/future project implementations.  Coordinates ERP testing and data validation/reconciliation and track issues.
  • Ensures all EPMO / Project and Department reports are updated in a timely fashion.
  • Evaluate project impact in relation to training and other requirements and needs. 
  • Ensures City processes are followed and assists with the development of new processes as needed for the ERP project.
  • Assists with mapping of existing and future-state CATS business process documentation.
  • Interacts with business department stakeholders to understand business and technical requirements, propose solutions, and maintain positive relationships.
  • Assists with the development of dashboards and customized reports for end-users.
  • As part of your responsibility to support the CATS Safety Culture, report safety concerns and issues through the various methods established by CATS as outlined in the ASP. 

Knowledge, Skills & Abilities

  • Knowledge of current project management methodologies and ability to analyze projects to implement changes to increase speed and quality of project delivery; can document and communicate lessons learned to continually improve implementation processes.
  • Organizational, time management, verbal, and written communication skills commensurate to a senior Project Manager; proficient in directing the activities of cross-functional resources through facilitation and coordination of meetings and distribution of information.
  • Interpersonal skills necessary to develop and maintain effective and appropriate working relationships, ability to interface professionally with all levels of management and to facilitate cooperation both within the department and externally.
  • Ability to document and communicate technical information to non-technical audiences and lead meetings that include participation from vendors, technical and non-technical peers, and business owners. 
  • Ability to effectively manage high stress scenarios and apply conflict resolution techniques; has excellent judgment and knowledge of escalation procedures.
  • Ability to lead, manage and facilitate concurrent projects and quickly change focus between projects based on priority or resources availability and identify risk/issues and determine mitigation strategies.   
  • Knowledge of IT industry standards and ability to recognize highly customized and/or proprietary formats.
  • Experience in gathering requirements, facilitating system design, change management, building project plans, administering test plans, and system life cycles/systems development.
  • Knowledge and experience in principles and practices of business analysis and business process management.
  • Knowledge and experience with financial, asset management, and/or project management systems such as e-Builder, City Works, Workday, Oracle, Maximo, Trapeze EAM, Hexagon EAM, MS Project, and Visio.

Preferred Qualification

  • Bachelor’s degree from an accredited college or university in Information Technology, Computer Science, Management Information Systems, Business Administration or a related field
  • Any equivalent combination of training, education, and experience that provides the required skills, knowledge and abilities.
  • Agile or Scrum certifications.
  • Project Management Professional (PMP) certified or actively working to obtain PMP certification within 12 months of employment.

Minimum Qualifications

  • Bachelor's Degree and five years related work experience -OR- Master's Degree and three years related work experience.
  • Three (3) to Five (5) years of experience in managing medium to large scale IT projects.
  • Project Management Methodologies knowledge.
