Summary

The City of Charlotte’s Human Resources Department is seeking a highly experienced Human Resources (HR) professional to serve as a Lead Compensation Administrator. This role reports to the HR Compensation & Classification Division Manager and lead a team of compensation analysts that partner with city departments. The ideal candidate is one who has compensation plan design and administration work experience, demonstrated advanced level Excel skills, intermediate level PowerPoint skills, analytical skills, and the ability to work with and understand the needs of varied departments. The ideal candidate will also have a demonstrated reputation of strong problem solving, the ability to work under tight deadlines, exhibit critical thinking skills, highly responsive, and customer oriented, and effective customer-centric communication skills. 

Major Duties and Responsibilities

The primary responsibility of this role is to provide consultation and support to the Compensation Division Manager to establish compensation decision making guidance and job classification recommendations.  This role will work directly with the HR Managers assigned to city departments to evaluate classification related requests. 
The successful candidate is expected to perform a variety of duties. Examples include but are not limited to:
  • Supervise the day-to-day operations and work assignments of the compensation analyst team. 
  • Assists in the creation of pay guidelines and pay plans.
  • Assists in the design of compensation plans and programs. 
  • Makes recommendations for new compensation policies and procedures.
  • Research total rewards and industry leading compensation trends.
  • Partner with Strategy & Budget to determine the cost/value of changes to pay plans.
  • Oversee conduction of salary surveys and compensation practices of other municipalities.
  • Ensure that the salary survey market data reports are generated in a timely manner to meet the city’s budget workplan deadlines. 
  • Aid in creating and maintaining market rates in the city’s designated software.
  • Supports the planning, administration, and communication of all compensation programs.
  • Prepare presentations, reports, memorandums, as necessary to train and educate city staff regarding classification and compensation.
  • Partner with department HR Managers to review job classifications and make recommendations for classifications that align with the city’s job structure.
  • Partner with Workforce Development to create career paths by creating jobs and job series.
  • Evaluates compensation requests from departments and provide recommendations that align with the Charlotte’s principles of meeting diverse needs.
  • Serves a backup to the HR Division Manager
  • Support initiatives sponsored by the Human Resources department and the City of Charlotte. 

Preferred Qualification

Bachelor’s degree in Human Resources Management, Business, Data Analytics, Psychology, or a related field complemented with a Certified Compensation Professional (CCP) certification is desired. Five years of related experience in compensation, classification, and analytics. Proficiency in Microsoft Excel, including look up tables and pivot tables. Experience in employee or customer relations is preferred. Experience with an integrated HR/Payroll system such as Workday and a market pricing software such as Market Pay is preferred. 

Minimum Qualifications

Bachelor's Degree and five years related work experience or Associate's Degree with at least seven years direct and strongly demonstrated successful and related work experience, or High School Graduate or Equivalent and at least nine years of direct and strongly demonstrated successful related work experience.

Salary

Salary is commensurate with the knowledge, skills, and experience of the final candidate and the internal salary equity compared to current staff. 

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
