Each year Storm Water Services invests $100+ million in capital improvements and staff manage hundreds of storm drainage improvement projects. Summary
Reporting to the Storm Water Services Senior Construction Manager, the Construction Manager (CM) will directly supervise up to five (5) Construction Supervisors and one (1) Chief Construction Inspector, manage geotechnical (materials testing) and consultant inspection contracts, provide short and long-term resource planning, maintain inspection manuals and the employee training program, and other projects as assigned.
Major Duties and Responsibilities
- Assist the Senior Construction Manager (SCM) with a wide variety of work, including long-range planning for staffing needs and budget review.
- Supervise, mentor, coach, and train direct report(s).
- Work to promote an inclusive environment for all staff in the Division.
- Manage, schedule, and budget for various repair and professional services contracts for the Construction Section.
- Manage construction and testing contract invoices and submittals.
- Update project lists and assignments.
- Maintain employee training program. Track certifications and identify training opportunities.
- Update and maintain construction manuals.
- Maintain staffing charts and inspector team assignments.
- Assist SCM in implementing new procedures, ensuring established procedures are followed.
- Assist in cost negotiation, claim resolution, and use of contingency and change orders.
- Manage construction contract payments.
- Assist in developing contract language, special provisions, and scope of work.
- Represent the Construction and Utilities Division on various stakeholder, technical and process teams.
- Support staff on resident and businesses interactions and concerns.
- Coordinate and maintain positive relationships with multiple agencies, including but not limited to Private Utilities, Planning, CDOT, Charlotte Water (CW), General Services, Mecklenburg County, NCDOT, and CATS.
- Performs other duties as assigned.

- Knowledge of construction industry standards, utilities, materials, methods, and equipment concerned with the construction and maintenance of storm drainage systems and roadway.
- A working knowledge of City of Charlotte Land Development Standards, NCDOT Standards and Specifications, Charlotte Water Specifications, and Charlotte Mecklenburg Storm Water Design Manual is preferred. Proficiency in Microsoft Office Suite products (Excel, Word, Outlook).
- Must have a valid driver's license, good driving record, dependable passenger vehicle, and be able to receive and maintain a City Driving Permit Authorization.
Preferred Qualification
- Prefer a Bachelor’s degree in Civil Engineering, Civil Engineering Technology, Construction Management, or a related field.
- Minimum of 10 years of experience in horizontal construction industry with a minimum of five (5) years direct public or private work experience in storm drainage and roadway construction.
- Experience with private utilities, water line, and sanitary sewer construction is a plus.
- Direct or indirect street maintenance experience preferred.
Minimum Qualifications
High School Graduation or Equivalent and nine years, Associate's Degree and seven years, or Bachelor's Degree and five years of related storm drainage and site construction experience or equivalent combination of education, work experience, and relevant industry/job specific knowledge, skills, and/or certifications may be considered.
Salary
$84,443.00 - $93,825.00 Commensurate with Experience
