Summary

The Engineering & Operations Division’s HR Specialist Sr. manages the payroll process and benefits for Engineering & Operations employees. The HR Specialist Sr works within the Human Resources section to ensure employees are aware of benefits and payroll policies, and also supports the Administrative Officer Lead with other assigned duties such as employee engagement, policy compliance, and other complex duties as assigned.

Major Duties and Responsibilities

  • Reviews time records and employee time listed in Kronos and PeopleSoft to ensure accuracy. 
  • Approves and submits all time in Kronos and PeopleSoft.
  • Provide administrative support for E&O employees (payroll, benefits, workers compensation, FMLA, short-term disability etc.).
  • Distributes weekly paychecks and ensures that employees are compensated appropriately.
  • Organizes informational sessions for employees during open enrollment and ensures that all employees are aware of new benefits policies and have registered.
  • Acts as a liaison between employee and supervisor on leave case status.
  • Manages and process the PRD’s in Peoplesoft also review for errors against employee action dates (hires, promotions, leave).
  • Notifies corresponding Operations Supervisors, Field Operations Supervisors, and Crew Chiefs of upcoming PRD due dates.
  •  Responsible of onboarding/offboarding of employees
  • Participate in miscellaneous HR recruitment related needs (career fairs, orientation, interviews, trainings, and special projects) 
  • Run Reports (payroll, TRC, yrs. of service, birthday list, miscellaneous)
  • Special Projects as assigned by Administrative Officer Lead

Knowledge, Skills & Abilities

  • Personnel and Human Resources – Knowledge of principles and procedures for compensation and benefits, labor relations and negotiation, and personnel information systems.
  • Clerical – Knowledge of administrative and clerical procedures and systems such as word processing, managing files and records, confidentiality policies, and other office procedures.
  • Administration and Management – Knowledge of business and management principles involved in strategic planning, leadership technique, and coordination of people and resources.
  • Customer and Personnel Service – Knowledge of principles and processes for providing service specifically to potential and current employees. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
  • Communication Skills – Conveying information effectively through speaking and writing and understanding information others give through speaking and writing.
  • Decision Making Skills – Efficiently and effectively makes choices. Considers the cost and benefits of potential actions through understanding of others’ possible reactions.
  • Organization – The ability to organize information in a way that can be effectively accessed and remain confidential if necessary.
  • Problem Sensitivity – The ability to tell when something is wrong or likely to go wrong. Recognizing there is a problem that needs a solution. 
  • Technology/Computer Skills – Has the capacity to learn and is familiar with computer programs such as 
  • PeopleSoft, Kronos

TOOLS, EQUIPMENT, AND MACHINES: Computer, Phones, Fax machine, and Computer programs (PeopleSoft, Kronos, Hansen, Success Factors, Microsoft Office, etc.).

WORK ENVIRONMENT: Office environment; quiet, but can get busy.

EDUCATION AND/OR EXPERIENCE REQUIREMENTS: High School Graduate/Equivalent and 1 year of experience required OR a 2 Year College Degree and no experience required. Human Resources experience preferred; familiarity with computer systems such as PeopleSoft and Kronos preferred.

Minimum Qualifications

High School Graduate or Equivalent and three years related work experience

OR

Associate's Degree and one year related work experience

Conditions of Employment
