Introduction

We are seeking a highly skilled and experienced professional to join our organization as a Disaster Recovery and IT Controls Manager. This unique role combines the responsibilities of both Disaster Recovery Manager and IT Controls Manager. The successful candidate will be responsible for developing, implementing, and managing comprehensive disaster recovery plans and IT controls within the organization. This position requires a strong understanding of IT systems, risk management, and compliance frameworks.

Major Duties and Responsibilities

1. Disaster Recovery Management:
  • Develop and maintain a robust disaster recovery strategy and plan to ensure the organization's critical systems and data are protected and recoverable in the event of a disaster.
  • Collaborate with key stakeholders to identify critical business processes, applications, and infrastructure components and develop recovery time objectives (RTO) and recovery point objectives (RPO) for each.
  • Conduct risk assessments to identify potential vulnerabilities and implement appropriate mitigation measures.
  • Regularly test and evaluate the effectiveness of the disaster recovery plan through simulations, tabletop exercises, and live drills.
  • Update and refine the disaster recovery plan based on lessons learned, changes in technology, and evolving business requirements.
2. IT Controls Management:
  • Develop and implement IT controls frameworks, policies, and procedures to ensure the confidentiality, integrity, and availability of organizational data and systems.
  • Identify and assess IT risks and implement controls to mitigate those risks.
  • Monitor compliance with internal policies, industry standards, and regulatory requirements related to IT controls.
  • Collaborate with internal and external auditors to provide necessary documentation and evidence of compliance with IT controls.
  • Conduct periodic assessments and audits of IT controls to identify gaps and recommend corrective actions.
  • Stay up to date with emerging technologies, best practices, and industry standards related to IT controls.
3. Incident Response and Business Continuity:
  • Coordinate with relevant teams to develop and maintain incident response plans to ensure a swift and effective response to security incidents or disruptions.
  • Collaborate with business units to develop business continuity plans that minimize the impact of potential disruptions and ensure timely resumption of critical operations.
  • Provide guidance and support during incident response and business continuity exercises, ensuring the plans are tested and improved regularly.
4. Training and Awareness:
  • Develop and deliver training programs to educate employees on disaster recovery procedures, IT controls, and incident response protocols.
  • Raise awareness of disaster recovery and IT controls best practices within the organization.
  • Foster a culture of proactive risk management and compliance across the organization

Knowledge, Skills & Abilities

  • Extensive experience (10+ years) in disaster recovery management, IT controls, and risk management.
  • Strong knowledge of industry frameworks and standards such as NIST, ISO 27001, COBIT, and ITIL.
  • Familiarity with regulatory requirements relevant to the city (e.g., HIPAA, PCI).
  • Experience in developing and implementing disaster recovery plans, IT controls frameworks, and incident response protocols.
  • Proficiency in conducting risk assessments, vulnerability assessments, and business impact analysis.
  • Excellent communication and interpersonal skills to effectively collaborate with stakeholders at all levels of the organization.
  • Strong analytical and problem-solving abilities with a keen attention to detail.
  • Preference for relevant certifications such as Certified Business Continuity Professional (CBCP), Certified Information Systems Auditor (CISA), or Certified Information Systems Security Professional (CISSP) are preferred.

Preferred Qualification

Bachelor's degree in Computer Science , Information Systems, or a related field. A master's degree is a plus.

Minimum Qualifications

High School Graduate or Equivalent and nine years related work experience

OR

Associate's Degree with seven years related work experience

OR

Bachelor's Degree and five years related work experience

OR

Master's Degree and three years related work experience

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
