Summary

The Innovation and Technology department for the City of Charlotte is currently recruiting for a Cyber Security Analyst. This crucial role will be responsible for protecting information systems by managing Payment Card Industry (PCI) compliance, coordinating response to cyber security incidents, and researching and maintaining awareness of the latest cyber threats and vulnerabilities. This role is also responsible for performing eDiscovery records searches and providing resulting records to the City Attorney’s and City Manager’s offices.  This person will work with the Cyber Protection team to automate cyber security processes and plan, develop, and coordinate cyber security projects as needed.

Major Duties and Responsibilities

  • Complete eDiscovery searches and provide relevant records to requesting departments.
  • Maintain eDiscovery systems, provide recommendations for eDiscovery innovations, and manage projects to improve the eDiscovery process.
  • Develop scripts and software to automate cyber security processes.
  • Respond to system and threat alerts and take appropriate response actions.    
  • Perform audits and assessments of processes involved in credit card payments.
  • Perform internal and external vulnerability scans of the City’s information systems.
  • Execute and coordinate Information Technology projects, including management of remediation plans for any security gaps discovered during audit, assessment, or scanning activities.
  • Evaluate requests for elevated permissions and security policy exceptions.
  • Perform other related duties as assigned.

Knowledge, Skills & Abilities

  • Strong communication skills and the ability to work well in a dynamic, cross-functional team environment.
  • Basic knowledge of investigation, correlation, and response to alerts in a SIEM system.
  • Basic knowledge of computer forensic investigation techniques and processes.
  • Basic knowledge of vulnerability management and remediation of discovered vulnerabilities, including vulnerability assessment and management of remediation plans for cyber security gaps.
  • Basic knowledge of managing an organization’s compliance with standards and regulations such as PCI DSS, CJIS, or HIPAA.
  • Basic knowledge of eDiscovery processes and procedures, including knowledge of search and data delivery methods.
  • Basic knowledge of eDiscovery system management, including building, administering, operating, and tuning such systems.
  • Basic knowledge of scripting languages such as PowerShell, python, or bash.
  • Basic knowledge of vulnerability assessment tools such as Tenable Nessus, Qualys VM, Nmap, or Metasploit.
  • Basic knowledge of cyber security policy and process development, including the ability to clearly document policies and processes.
  • Basic knowledge of project management concepts, including the ability to coordinate and execute IT security projects.
  • Basic knowledge of Microsoft Active Directory and Windows operating systems.

Preferred Qualification

  • CISSP and GCIH certifications.
  • 3+ years coordinating and executing Information Technology projects.

Minimum Qualifications

High School Graduate or Equivalent and five years related work experience

OR

Associate's Degree with three years related work experience

OR

Bachelor's Degree and one year related work experience

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
