Summary

The Security Construction Coordinator performs skilled work, including regulatory and security inspections of airport facilities, the airport perimeter, and sub-facilities within the airport property. This position specifically focuses on 49 CFR Part 1542 training and compliance. 

Primary work location for this position is a combination of indoor and outdoor, primarily in active construction areas. Incumbent must be willing to wear all required personal protective equipment when present in construction areas. 

Major Duties and Responsibilities

Ability to interpret and adhere to Federal Regulations, the Airport Security Program, airport-specific procedures.

1. Must be proficient in all Security Operations Coordinator duties at time of appointment, or within (90) days of employment. 
2. Working knowledge of construction processes, project management, and airport operations/security. 
3. Assists with the production of and conducts initial and recurrent training for airport and contractor staff related to security rules, regulations, and operating requirements. 
4. Assist with the review of construction drawings, technical specifications, and other submittals/requests for information. Provides subject matter expertise as necessary. 
5. Ability to assess situations quickly and identify deficiencies with limited oversight. Possesses the confidence to make immediate decisions and make the appropriate notifications in a timely manner to the appropriate leadership personnel.  
6. Independently conducts regulatory inspections to ensure compliance with the Airport Security Program, TSA regulations, and CLT security rules. 
7. Conducts investigations into non-compliance with security rules and regulations. Gathers and compiles evidence, conducts in-person interviews and collects statements, and prepares detailed reports related to each incident. 
8. Follows complex instructions, establishes, and maintains effective working relationships. 
9. Assists other Airport Operations divisions with tasks as needed. May be assigned to day-to-day Security Operations duties as needed, 24/7/365.  
10. Assists with major construction impact oversight and major incidents impacting Airport Operations, which can occur 24/7/365. 
11. Performs other duties as assigned. 

Knowledge, Skills & Abilities

• Thorough knowledge of 49 CFR Part 1542 and FAR Part 139.
• Ability to assess situations quickly and thoroughly in a calm manner and take appropriate actions as necessary.
• Works independently and in a team setting efficiently and professionally with a positive attitude. 
• Ability to establish and maintain professional working relationships with internal and external stakeholders, peers, and partners. 
• Ability to effectively utilize cell phones, computers, tablets, and various other technology devices to efficiently give presentations, produce/review documents, and conduct investigations. 
• Ability to produce professional documents, presentations, reports, and other material that is intended to be utilized for training and presentation to senior leadership.
• Ability to effectively respond to emergencies in a calm and professional manner. 
• Must be able to operate a City vehicle safely, hold a valid driver’s license, and maintain an acceptable driving record. 
• Must independently manage day-to-day activity with limited supervision. Incumbent must be a self-starter and manage difficult tasks on a frequent basis. 
• Must be available to work on-site, any shift, 24/7/365, with a non-standard/rotating/as-needed work schedule. Schedule subject to overtime, change and calls back to work for emergency/urgent situations.
• Work includes extensive public contact.  

Preferred Qualification

• Bachelor’s degree in Business, Aviation Management, Security/Criminal Justice, or Engineering. 
• At least 2 years’ experience interpreting and applying regulations set forth in 49 CFR Part 1542.
• Experience in airport construction.
• AAAE ACE (Security) or Certified Member designation.

Minimum Qualifications

High School Graduate or Equivalent and three years related work experience.

OR

Associate degree and one-year related work experience
