Summary

The Rehab Program Specialist plays a crucial role in effectively administering the neighborhood stabilization rehabilitation programs. The Rehab Program Specialist will assist with file documentation, invoice payment, contract development, supporting community outreach efforts and other business processes that move customers through the various city housing rehabilitation programs.

Major Duties and Responsibilities

  • Serve as the departments primary resource for internal administrative policies, including procurement, travel, contractor, and vendor approvals. 
  • Draft and review contracts for rehabilitation programs, ensuring accuracy, compliance and alignment with program objectives and federal requirements.
  • Stay informed on federal and local regulations, departmental policies and procedures and update department standard operating procedures and assistance policies. 
  • Assist in program and project administration monitoring of program/project, timelines, and budgets. 
  • Demonstrate independent decision making, handle task with confidentiality and exhibit forward thinking. 
  • Gather data, develop, and maintain complex excel spreadsheets, generate reports, and perform data analysis.
  • Process program applications, review and calculate income documentation to determine program eligibility. 
  • Participate in community outreach events to promote neighborhood stabilization rehabilitation program during and outside of regular office hours. 
  • Develop training material and conduct training sessions for the neighborhood stabilization staff, partners, and contractors.
  • Follow general operating policies, processes and procedures for the organization and participate in special projects areas as needed.

Knowledge, Skills & Abilities

  • Proficient in business English, spelling, punctuation, and arithmetic.
  • Familiarity with office equipment (e.g., printers, scanners, etc.).
  • Capable of supervising and training clerical and support personnel as needed.
  • Considerable knowledge and experience with information technology, including the Microsoft Office suite, databases and cloud-based management and record solutions.
  • Skilled in maintaining complex records, organizing   data, and preparing reports from 
  • Able to work independently on confidential administrative assignments. 
  • Proficient in typing, note taking and composing effective correspondence, ability to type accurately and rapidly and to compose effective and accurate correspondence.
  • Highly proficient in Microsoft Excel, data analysis and report generation
  • Familiarity and   experience with federal housing programs, including compliance file and documentation maintenance, data entry, database management, applicant qualification review and updating standard operating procedures.
  • Excellent written and verbal communication.
  • Ability to multitask and prioritize task effectively.
  • Strong organizational and attention to detail skills

Preferred Qualification

  • College-level courses in business administration, or other related coursework.
  • Fluency in both Spanish and English is strongly preferred. 
  • Prior experience in an administrative role or similar field.

Minimum Qualifications

High School Graduate or Equivalent and three years related work experience or Associate's Degree and one year related work experience

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
