Summary

This position provides administrative support for major administrative functions and processes in procurement and budget administration for Field Operation.  Work involves researching and analyzing data; preparing documents, contracts, and reports; managing Divisional operating budget, inventory, purchasing, and invoicing processes; maintaining databases; and related files; providing customer service and employee training.  This position supervises and works with a team of two direct reports responsible for invoice processing and warehouse management in Field Operations. 

Major Duties and Responsibilities

Develops, analyzes, and completes a divisional operating budget working with all levels of management in analyzing short and long-term operating requirements.   
Process transactions in the budget/financial system as required. 
Monitors financial transactions and performs fiscal analysis.
Provides training and guidance of financial related activities/processes.
Approves service and supply orders, supports department inventory activities.
Offers instruction and helps coordinate the efforts of the team.
Coordinates schedules for budget and finance; creates reminders of key activities.
Performs special assignments for management; prepares periodic and special reports as requested.
Performs administrative tasks such as completing spreadsheets entering data, calculations, and processing mail.
Provides information about Department/City policies, procedures, or specific programs; disseminates applicable information to employees; and keeps up to date on changes to policies and procedures.
Serves as a Procurement Card Budget Manager for the department, reviews departmental transactions, and ensures accuracy before submittal.  
Performs research of information; enters data; extracts data for analysis; and prepares, maintains, and produces lists, tables, and reports as requested.
Audits, tracks, and retrieves information.
Provides customer service to internal and external customers.
Works with procurement on new contract solicitations or contract renewals for Field Operations 
Executes various documents, such as memos, contracts, and manages receipt, review, approval, and storage of documents and records.
Communicates with various vendors regarding service, agreements, and/or issues.
Participates in special projects.
Manage two (2) direct reports with a team of eleven (11).
Performs other related job duties with professionalism and tact.

Knowledge, Skills & Abilities

Knowledge of financial and budgetary systems, Microsoft Office products and strong PowerPoint presentations
Strong communication skills, both written and verbal.
Skill in the application of prioritization, organization, and coordination abilities to work on multiple projects in a fast-paced environment with tight deadlines.
Ability to plan, direct, and oversee the work of others as assigned.
Ability to analyze financial transaction systems to identify internal controls and problems as well as offer potential solutions.
Ability to research, obtain, and provide information with accuracy and clarity.
Knowledge of the principles and practices of governmental accounting.
Knowledge of how to compile, interpret, and investigate statistical compilations and variances.
Skilled in using Microsoft Excel including pivot tables, charts, advanced macros and formulas.
Ability to work on multiple projects in a fast-paced environment with tight deadlines.
Ability to establish and maintain effective working relationships and interpersonal communication.
Ability to facilitate meetings, listen actively, and persuade others to accept recommendations.
Must have supervisory experience.

Preferred Qualification

Bachelor’s degree with one (1) year related work experience with public budgeting/finance involving large field staff and support services.

Minimum Qualifications

Associate’s degree with three (3) years of related work experience with public budgeting/finance involving large field staff and support services.

Salary

$72,946.00 - $81,050.00 Commensurate with Experience
