Introduction

The goal of the City of Charlotte’s General Services Department is to guide agencies through innovative and efficient deployment of resources to meet their missions and fulfill the needs of the City in a rapidly evolving and complex environment.  The Department will design and deliver expanded, shared services across departments and for the City of Charlotte to improve performance and save taxpayer money.  General Services consists of capital project management, fleet services, procurement, environmental services, property management, and other support services.  The Department guides city departments through innovative and efficient deployment of resources to meet their missions.

Summary

The Operating Budget Supervisor is responsible for managing the general fund operating budget, coordinating the budget development process, budget monitoring and complex analytical tasks for the Department of General Services. Reports to the Finance & Administrative Services Division Manager.

Major Duties and Responsibilities

  • Develop financial reporting tools and assist department leadership in monitoring and managing the annual operating budget 
  • Coordinate the development of the department’s annual operating budget request. Budget submission includes, but is not limited to the development of: 
    • New/increased service requests 
    • Line-item base adjustments user fees
    • Revenue forecasting
    • Preparing cost allocation models for citywide support services provided by the department
    • Mid-year budget forecasting and reporting
  • Work with the Office of Strategy & Budget on special requests for City leadership
  • Assist Division Managers with budget monitoring and develop solutions for unfunded operational needs 
  • Manage annual departmental charges to correctly allocate costs to various divisions within General Services and Departments across the City
  • Serve as security liaison and manage departmental access for various technology applications 
  • Approve various accounts payable transactions in the City’s financial system (Munis), including, but not limited to: requisitions for Purchase Orders, Purchase Order Change Orders, Requests for Check and purchase card statement transactions
  • Process and approve journal entries to transfer budget and/or expenses to appropriate accounts 
  • Serve as departmental purchase card program manager by reviewing and approving monthly transactions and managing the month end closing process 
  • Approve employee reimbursement and travel requests in Concur
  • Serve as equipment custodian and manage annual inventory of general fund fixed assets 
  • Manage the chart of account setup for creating and deactivating general ledger strings in Munis
  • Serve as Munis expert for all operating budget needs within the department
  • Represent the department on City-wide committees and workgroups on management initiatives and policy reviews 
  • Supervise assigned staff. Includes, but not limited to assigning, monitoring, and reviewing completed work, providing input in staffing decisions, evaluating performance, and other assistance with career and professional development
  • Perform annual review of fixed assets and other associated accounting processes with the Finance Department 
  • Work with the Finance & Administrative Services Division Manager on other special projects as assigned 

Knowledge, Skills & Abilities

  • Ability to develop and manage budgets within a local governmental agency
  • Knowledge of the principles and policies of budget preparation and administration
  • Considerable knowledge of principles and practices of governmental accounting
  • Ability to communicate effectively in writing, one-on-one, small group, and presentation situations
  • Advance Microsoft Word and Excel skills with an ability to master other job- related software such as ERP systems and the finance components of human resource systems
  • Critical thinking and strategic planning skills

Preferred Qualification

  • Master’s degree in business administration, accounting, public administration, or a closely related field 
  • 5 – 7 years of progressive leadership experience

Minimum Qualifications

  • Bachelor's degree with three (3) years of relevant work experience; or a Master’s degree and one (1) year of relevant work experience; or an equivalent combination of education and relevant experience that provides the necessary knowledge, skills and abilities to successfully perform the essential job duties

Salary

  • $71,486 - $89,358 Commensurate with Experience

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
