Summary

The Rail Safety Coordinator will promote and provide for the safety and security of the Charlotte Area Transit System (CATS) riding public and personnel. The job of the Rail Safety Coordinator is to inspect for compliance with Federal and State laws, regulations, and standards, and to conduct and report on accident investigations. The Safety Coordinator writes reports of findings and seeks correction of unsafe conditions. The demands of the job are many, requiring skill in evaluation, fact-finding, written and oral communication, comprehension and application of technical and regulatory standards, the ability to gain the cooperation of individuals and organizations, and the knowledge of methods used in installation, operation, maintenance or manufacturing of railroad equipment and systems.

 This position requires working irregular hours including evenings, weekends and/or holidays and will be subject to call-ins during emergencies, and special events. This position is categorized as essential personnel, and the candidate may be required to work in inclement weather conditions (inside/outside) throughout the CATS service area and locations.

Major Duties and Responsibilities

  • Promote CATS Safety Culture.
  • Provide safety assurance support to operations to ensure compliance and effectiveness of corrective actions and mitigations CATS implements.
  • Conduct safety audits, evaluations, and inspections as required by CATS safety plans and NCDOT Program Standards.
  • Identify, plan, and coordinate the Environmental Health & Safety Program.
  • Conduct various risk assessments to identify potential safety hazards.
  • Develop and conduct safety and security training classes.
  • Interact with CATS Operations and Facilities on safety issues and concerns.
  • Conduct station and facility, and life safety related inspections.
  • Assist other agencies such as NCDOT, Charlotte Fire Department, contracted. agencies, etc. with their inspections of CATS owned or operated assets.
  • Investigates the cause of all accidents and injuries. Completes reports are required.
  • As a part of your responsibility to support the CATS safety culture, report safety. concerns and issues through the various methods established by CATS as outlined in the ASP.
  • Perform other duties as assigned.

Knowledge, Skills & Abilities

  • Knowledge of Safety Management Systems (SMS) and Agency Safety Plan (ASP).
  • Knowledge of North Carolina Department of Transportation (NCDOT) Oversight roles and responsibilities.
  • Knowledge of FTA Rail Safety Oversight Regulation 49 CFR 672, 673 and 674.
  • Knowledge of OSHA industrial safety regulations.
  • Ability to conduct transit operations safety and security training.
  • Proficient in the use of Microsoft Office Software (e.g., Word, PowerPoint, Excel).
  • Knowledge of various sprinkler systems (wet, dry, and pre-action) and fire alarm operation.
  • Ability to communicate clearly both orally and in writing.

Preferred Qualification

  • Training or experience with oversight programs, project planning and implementation, monitoring of life safety, fire protection, environmental activities, and ensuring compliance with OSHA regulations.
  • Public Transportation Safety Certification Training Program (PTSCTP) certificate is required for this position. Candidates must be able to obtain within two (2) years and retain throughout employment. 
  • Experience in PTASP, per OSHA and FTA requirements is preferred.

Minimum Qualifications

High school graduate or equivalent and five years relevant experience.

Or

Associate’s Degree and three years relevant experience.

Salary

  • $68,082 - $85,103/ year (Salary commensurate with experience)

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
