Summary

This position supervises the Post-Construction Group within the Storm Water Services Surface Water Quality and Environmental Permitting Program within the Regulatory Division of Charlotte Storm Water Services.  This group and is primarily responsible for protecting and improving surface water quality within the City in compliance with state and federal laws. This position is responsible for providing technical and programmatic leadership to internal and external clients through administration of the Post-Construction Stormwater Regulations and other stormwater regulations within the City of Charlotte Code of Ordinances.  This position includes leading and supervising a team of five surface water quality professionals responsible for implementing the City’s Post-Construction Stormwater programs and interpreting ordinance language to make decisions which may impact land development, the environment, and the economy Citywide.

Major Duties and Responsibilities

  • Implementing comprehensive administrative processes of a citywide ordinance requiring construction of Stormwater Control Measures (SCMs), stream buffer protection, and other non-structural stormwater best management practices.
  • Works closely with staff, department leaders, and the Storm Water Advisory Committee (SWAC) and Unified Development Ordinance Board of Adjustment (UDO Board) in recommending and formulating text amendments to the stormwater ordinances.
  • Responsibility for implementation, interpretation, administration, and enforcement of the Charlotte Post-Construction Stormwater Regulations (PCSR).
  • Serves as the principal resource for ordinance interpretation, and for ensuring adherence to state laws and the City’s NPDES permit.
  • Serves as lead coordinator between Storm Water Services and other City Departments to address needs related to implementation, policy implications, and technical interpretation of the PCSR.
  • Provides ordinance interpretation and explanation to Land Development staff and private design professionals and developers. Carefully considers implications of each decision such that unintended consequences are avoided that could affect development patterns, the environment, or the local political climate.
  • Maintains a record of administrative decisions and interpretations, including the development, amendment, and expansion of the ordinance, Administrative Manual, and Operation and Maintenance Manual.
  • Makes policy decisions related to implementation and interpretation of the procedures, regulations, and standards of the PCSR, the Storm Water Design Manual, and the SCM Design Manual.
  • Receives, and/or reviews construction and engineering plans, designs, and specifications pertaining to land development projects and City capital projects and makes recommendations to internal staff on modifications, design strategies, or other aspects of plan approval.
  • Implements the fee-in-lieu mitigation components of the PCSR.
  • Manages the budget(s) of the fee-in-lieu and mitigation programs.
  • Ensures municipal compliance with ordinance provisions by working with other Storm Water staff through a strategic planning process to forecast and implement watershed improvement projects.
  • Enforces actions, fines, appeals, and variances through SWAC and the UDO Board; and serves as a technical and policy authority at hearings.
  • Serves as a subject matter expert for other City ordinances pertaining to stormwater.
  • Provides assistance to other Surface Water Quality programs including the NPDES and TMDL program, Pilot SCM Program, various watershed management projects, watershed planning, and water quality monitoring programs.
  • Reviews applications for water quality buffer disturbances to ensure compliance with local ordinances and answers questions from the public pertaining to buffer disturbances.
  • Maintains, or supervises the maintenance of, a database of all SCMs in the City’s jurisdiction and pertinent information for each measure for the purposes of ensuring compliance with maintenance and inspection responsibilities, reporting compiled stormwater information, and planning surface water quality capital projects.
  • Manages the inspection and enforcement program responsibilities and supervises staff directly responsible for ensuring long-term compliance of development within the City’s jurisdiction.
  • Supervises the review of all stormwater fee credit applications and maintains stormwater fee credit files.

Preferred Qualification

  • Eight years of experience in a field addressing ordinance related issues such as land development practices, storm drainage design and performance, Stormwater Control Measure (SCM) design and maintenance, and ordinance enforcement and management.
  • PE License or ability to obtain NC PE within 1 year. 
  • Prior municipal policy implementation, engineering design, or regulatory review experience.

Minimum Qualifications

  • Bachelor’s degree in civil, environmental, biological, or agricultural engineering or closely related field and five years of related work experience.
