Introduction

The goal of the City of Charlotte's General Services Department is to guide agencies through innovative and efficient deployment of resources to meet their missions and fulfill the needs of the City in a rapidly evolving and complex environment. The Department will design and deliver expanded, shared services across departments and for the City of Charlotte to improve performance and save taxpayer money. General Services consists of capital project management, fleet services, procurement, environmental services, property management, and other support services. The Department guides city departments through innovative and efficient deployment of resources to meet their missions

Summary

Reporting to the Assistant Construction Program Manager, the Construction Manager will directly supervise up to 7 Construction Supervisors and/or Chief Construction Inspectors on projects as assigned.  This job requires daily work in the field and is not eligible for telework.

Major Duties and Responsibilities

  • Supervise, mentor, coach, and train direct report(s).
  • Work to promote an inclusive environment for all staff in the Division.
  • Assist in cost negotiation, claim resolution, and preparation of change orders.  
  • Assist in management of contingency in construction contracts through extra items and overruns.
  • Manage construction contract payments.
  • Assist in developing contract language, special provisions, and scope of work.
  • Lead team to update and maintain construction inspection manual.
  • Assist in implementing new procedures and policies and ensure that current procedures and policies are followed.
  • Support staff on resident and businesses interactions and concerns.
  • Coordinate and maintain positive relationships with multiple agencies, including but not limited to Private Utilities, NCDOT, CDOT, Planning, Charlotte Water, Stormwater, CATS, and Mecklenburg County.
  • Ensure quality construction standards are met or exceeded.
  • Collaborate with project stakeholders to ensure that the project intent is implemented.
  • Communicate issues that will cause delays or additional money to CSU Management
  • Assist Construction Supervisors with NCDOT/ Federal audits on projects.
  • Performs other duties as assigned.

Knowledge, Skills & Abilities

  • Good problem-solving skills using logic and reasoning based on critical thinking with the ability to make decisions on a timely basis, identifying effective approaches for choosing a course of action and/or developing appropriate solutions within a team atmosphere.
  • Knowledge of construction industry standards, utilities, materials, methods, and equipment concerned with the construction of roadway systems.
  • Ability to read and understand roadway plans.
  • A working knowledge of NCDOT Standards and Specifications, City of Charlotte Land Development Standards, Charlotte Water Specifications, and Charlotte Mecklenburg Storm Water Design Manual is preferred.  Proficiency in Microsoft Office Suite products (Excel, Word, Outlook).
  • Must have a valid driver’s license, good driving record, dependable passenger vehicle, and be able to receive and maintain a City Driving Permit Authorization.
  • Must be able to manage conflicts and facilitate resolutions
  • Must possess leadership and supervisory skills
  • Must be able to review and analyze project schedules and budgets.

Preferred Qualification

  • Prefer a Bachelor’s degree in Civil Engineering, Civil Engineering Technology, Construction Management, or a related field.
  • Minimum of 10 years experience in horizontal construction industry with a minimum of (5) years direct public or private work experience in roadway construction.
  • Supervisory experience is a plus.
  • Experience in public infrastructure is preferred. 

Minimum Qualifications

  • High School Graduation or Equivalent and nine years, Associate’s Degree and seven years, or Bachelor’s Degree and five years of related roadway construction/infrastructure experience or equivalent combination of education, work experience, and relevant industry/job specific knowledge, skills, and/or certifications may be considered.  

Salary

  • $75,061 - $93,826 Commensurate with experience

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.
