Summary

This position serves as a drainage specialist for the Strategic Planning and Operations Division of Storm Water Services and performs investigative activities and tasks to support the development, implementation, and maintenance of a comprehensive asset management plan.  This position may perform inspections of culverts, conduits, drainage structures, waterways, and other drainage features, including providing accurate descriptions of observations to protect investments and public safety.  This position may also assist in the review of right of way encroachments and abandonments, street acceptance reviews and annexation reviews.

Major Duties and Responsibilities

  • Inspect culverts, closed pipe systems, structures, waterways and other drainage features to identify and document condition using industry standard assessment guidelines. 
  • Process the data collected from the field investigations by putting together documentation and exhibits that accurately reflect the existing field conditions.   
  • Scheduling, attending, and reviewing video inspections (CCTV) of drainage features and documenting observations.
  • Develop maintenance and/or repair work plans to support the completion of the condition assessment program. This includes determining the extent of the work, standards and guidelines to follow, estimating quantities and cost, and providing sufficient information for the street maintenance crew or repair contractor to complete the work. 
  • Perform hydrologic and hydraulic analysis by delineating drainage areas and calculating storm flows, gutter spread, and pipe flow capacities.  
  • Meet with and assist property owners with storm drainage related issues. 
  • Communicate drainage information to a non-technical audience. 
  • Perform field investigations to assess and document the location, accessibility, and physical characteristics of the drainage system.  
  • Coordinate with other Storm Water staff, City departments, and/or other agencies; serving as a key divisional and team resource.  
  • Maintaining inspection information in database format and performing GIS analysis, as needed.
  • Perform other duties and supports other teams as assigned.

  • Ability to work well in team environments and have initiative to work independently and efficiently to complete assigned tasks.
  • Knowledge of materials, equipment, methods, and industry standards in construction as applicable to the installation and maintenance of storm drainage systems and roadways. 
  • Proficiency in Microsoft Office Suite.
  • Excellent organizational and time management skills. 
  • Ability to work independently and efficiently to investigate storm water infrastructure. Have initiative to manage team requests while utilizing organizational skills to conduct multiple activities and tasks in order to meet expected production goals. 
  • Be responsive and follow-through with all the various duties and commitments.
  • Demonstrated ability to successfully perform hydrologic and hydraulic evaluation of storm drainage systems using standard engineering methods and software.
  • Possession of a valid driver’s license, dependable passenger vehicle, good driving record and ability to receive and maintain a City Driving Permit.
Physical Demands:
  • Must be able to frequently and repetitively remove and replace manhole lids and drainage inlet grates, exerting up to 100 pounds of force. 
  • Must be able to occasionally bend, crawl and stoop, crawl through culverts as small as 42 inches in height.
  • Must be able to walk up to 3 miles per day and stand for several hours at a time.
  • Must be able to carry equipment up to 30 pounds of equipment through difficult terrain.    
  • Perform work under adverse weather and environmental conditions.
  • This position requires significant judgement and the ability to carry equipment up to 30 pounds through areas that require traveling by foot. Common examples include traversing difficult and uneven terrain, retaining structures, barriers, and various urban/rural conditions; encountering a wide range of animals, insects, vegetation, and weather conditions; interacting with public; and experiencing unforeseen conditions/situations in accessing and entering drainage features within the Right of Way, public, and private property.
  • Additionally, the following physical abilities are required: hammering, reaching, carrying, squatting, balancing, climbing, crouching, feeling, manual dexterity, grasping, perceiving sounds at normal speaking levels, discriminating among sounds, kneeling, lifting, mental acuity, reaching, repetitive motion, speaking, standing, stooping, shouting above noises, visual acuity in data / color / observations / equipment / inspections, and walking. 


Preferred Qualification

  • Working knowledge of Cityworks. 
  • Experience with design, installation, maintenance, and/or repair of storm water infrastructure.
  • Construction estimating and take-off experience.
  • Direct or indirect street maintenance experience. 
  • Experience with NASSCO and/or AASHTO inspection standards.
  • Working knowledge of ArcGIS Pro. 
  • Working knowledge of Construction Inspection (CI) software. 
  • Working knowledge of engineering analysis software such as but not limited to, Hydro- CAD, HY8, Storm CAD or Hydroflow.
  • Ability to communicate in English and Spanish. 

Minimum Qualifications

  • High School diploma and seven (7) years of related experience or an Associate's degree and three (3) years of experience or equivalent combination of education, work experience, and relevant industry/job specific knowledge, skills, and/or certifications may be considered.
